| Brief Description of Assignment |

The Digital Entrepreneurship and Innovation Eco-System Development Project (DEIEDP) of Bangladesh Hi-Tech Park Authority (BHTPA), ICT Division, Ministry of Posts, Telecommunications and Information Technology, Government of the People’s Republic of Bangladesh, has received financing from the World Bank toward the cost of the PRIDE Project and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include conducting Technical Training Management (Delivery and Placement) Firm on Python, SQL, and Professional English, leading to NSDA Level-4 Certification in Web Application Development with Python for 500 trainees under the PRIDE Project. The assignment duration is expected to be 12 (Twelve) months, including job placement support. The Project Areas are Dhaka, Chattagram, Rajshahi, Sylhet, Khulna, Barisal, Rangpur, and Mymensingh (Location may change based on demand). |

The Consulting Firm for the assignment should meet the following requirements:
1. General Experience: The consulting firm/organization/JVCA/consortium of firms must have at least 5 (five) years of experience in IT/ITES training management, technical skills development, or related training activities.
2. Specific Experience: The Firm/Consortium shall have experience of a minimum of two (2) trainings related to IT/ITES of a minimum of five hundred (500) trainees during the last five (5) years.
3. Average Annual Turnover: The consulting firm must demonstrate at least BDT 1.2 crore average annual turnover for the last 3 (three) years. In case of a joint venture, any one of the partners fulfilling the criteria is accepted. As proof, an authenticated audit report by a renowned chartered accountant firm for the mentioned year should be submitted
4. Management Capability: Documents demonstrating management capability as a training provider (Brochure with technical staff, training facility, equipment, etc.).
5. Human Resource Pool: The consulting firm should submit a list of the Key Experts, the pool should show how it supports reaching into the relevant stakeholder community. CV/resume of any expert/staff at the EOI stage is not required. (Detail CV/resume with educational and experience certificates will be needed during the RFP stage.)
6. Joint Venture (JV): In case of Joint Venture/Consortium/Association (JVCA), an agreement in Non-Judicial Stamp of Bangladesh valued BDT 300 is required. Maximum 4 (four) partners, including the lead partner, will be eligible.
7. Legal Documents: Incorporation Certificate, Trade License, VAT Registration Certificate, TIN Certificate, Updated Tax Return Certificate, and Litigation Certificate. |

The project invites eligible consultants (firm) to express their interest in providing the services. Interested firms are requested to provide information indicating that they are qualified and competent to perform the services. Interested firms may obtain detail TOR on the BHTPA website (www.bhtpa.gov.bd). Expressions of interest (EOI) shall be submitted by the firm on or before 07/07/2026, 02.00 PM in a sealed envelope delivered to the undersigned and be clearly marked "Expression of Interest (EOI)" for Technical Training Management Firm, “Package No: DEEDP ?????-S-37. In addition to the hard copy, the Firm must send an electronic copy to the email ( pd.deiedp@bhtpa.gov.bd). |
