| Brief Description of Assignment |

1. Brief Description of Assignment:
(a) Feasibility Study and Design of selected packages of consulting services and physical investments which will include:
• Issue analyses on key pollution challenges of the country to justify proposed investment activities and development of a result/logical framework with tangible indicators to measure properly social economic and environmental impacts of such investments.
• Review Strategic and Action Plans and Analysis of Gaps towards designing Investment Plan.
• Air and Water monitoring programs, including monitoring stations, laboratory, field monitoring equipment, information management systems.
• Policy and institutional reforms, and related capacity building activities.
• Evaluation of resource efficient and cleaner production technologies for key interventions in targeted industrial sectors.
• Effluent Treatment Plants (ETP) and centralized ETP (CETP) at selected industrial sites/ areas;
• Waste management facilities (biomedical, hazardous, electronic and plastics) at selected localities;
• Assessment of the total quantity of waste water produced from industry by category and individual;
• Assessment of population weighted annual mean levels of Fine Particulate Matter (PM2.5 and PM10) in cities;
• Assessment of Domestic Material Consumption (biomass, fossil fuels, metal ore and non-metallic mineral), Domestic Material Consumption Per Capita and Domestic Material Consumption per GDP;
• Assessment of Hazardous Waste Generated Per Capita and Proportion of Hazardous Waste Treated by type of treatment.
(b) Detailed financial and economic analysis of the proposed project.
(c) Financing mechanisms for financing investment activities of targeted industries.
(d) DPP Preparation for proposed project along with all required Annexure and documents.
(e) Preparation of Terms of References (TORs), specifications and Drawing Design of all procurement packages;
(f) Preparation of bidding documents for all investment packages. |
| Experience, Resources and Delivery Capacity Required |

The Department of Environment under the Ministry of Environment, Forest and Climate Change, Government of Bangladesh now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
a) Experience in feasibility, design, and economic analysis of environmental investments projects from year 2010 to date;
b) Availability of key professionals to carry out the assignment on payroll;
c) Financial and Organizational capacity of the firm;
d) Experience in projects financed by multilateral development institutions.
The Qualifications and Experience of Key Experts shall not be included in the shortlisting criteria. Key Experts will not be evaluated at the shortlisting stage.
04. The attention of interested Consultants is drawn to the Section III, para 3.14,3.16, and 3.17 of the World Bank's Procurement Regulations for IPF Borrowers July 2016 and revised in November 2017 and August 2018 (Procurement Regulations”), setting forth the World Bank's policy on conflict of interest.

Expected date for commencement of the services is December 2020 and completion by June 2021. The tentative duration of the entire assignment is about 6 months. However, the contract period will be remained valid for 15 months from the date of singing. The Terms of Reference (TOR) for the assignment is available in Department of Environment’s website (www.doe.gov.bd/), The Firm will be selected in accordance with the Consultant’s Qualifications Based Selection (CQS) method set out in the Procurement Regulations.
07. Expressions of interest must be delivered in a written form to the address below (in person, or by mail, or by e-mail) by 30 September 2020 up to 4:00 PM either in sealed envelope clearly marked “Request for Expression of Interest (REOI) for Selection of “Feasibility Study and Project Design” in the email’s subject line or on top of the envelope or through email sent to the following undersigned address. REOI received after the last date of submission will not be considered for short listing. |
