INFORMATION FOR APPLICANT

Brief Description of Assignment : Detailed Terms of Reference (TOR) and other information will be available upon request from the address provided below either through email: pd@emrcrpbd.org or in person at EMRCRP House-200 (1st Floor), Road-08, New DOHS, Mohakhali, Dhaka. ToR is also available in project website (www.emrcrpbd.org).
Experience, Resources and Delivery Capacity Required : Monitoring & Evaluation Specialist (Contract Package No. SF-04): • At least a Master’s Degree in Social Sciences, or other relevant areas; • At least Five (05) years of experience in monitoring of govt. semi- govt. and project of autonomous bodies; • Extensive knowledge of socio-economic structure of Bangladesh, human development, poverty reduction programs, etc.; • Skills in operational reviews/monitoring and evaluation etc.; • Extensive knowledge of social protection best practices; • Experience of working with Development Partner funded project/program; • Excellent spoken and written Bengali and English skills; Training Specialist (Package No. SF-05): • At least a Master’s Degree in Social Sciences or Master’s degree in Business Administration or any other relevant area; • At least five (5) years of experience in administration and/or training and capacity building in relevant areas; • Extensive knowledge of socio-economic structure of Bangladesh, human development, poverty reduction programs and international refugee management issues; • Skills in planning public outreach, conducting needs and impacts assessments, operational reviews/monitoring and evaluation, curricula development, planning and conducting participatory training; • Extensive knowledge of social protection best practices globally; • Experience with Development Partner funded programs; • Excellent spoken and written Bengali and English skills. Program Implementation Specialist (Contract Package No. SF-06): • At least Bachelor of Science in Civil Engineering and Master’s degree in Business Administration; • At least five (5) years of relevant operational experience and proven track record is required with specific experience/expertise in the following areas: • At least 3 Years project management related experience; • Experience in supervising civil works is highly desirable; • Experience of working in donor-funded projects and of working in partnership with local, international NGOs and donors is preferred; • Field experience is highly desirable; • Excellent spoken and written Bangla and English skills;
Other Details (if applicable) : The duration of the contracts will be thirty-three (33) months for each position. However, the duration of the assignments may be increased or decreased based on the performance of the consultants or the project needs. 4. The attention of interested Consultants is drawn to paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers, July 2016, revised November 2017” (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 5. The consultants will be selected following the “Selection of Individual Consultant” method of the World Bank Procurement Regulations for IPF Borrowers, July 2016, revised November 2017.
