E-Mutation system has been developed over the period with number of functionalities and features. The current mutation system is a monolithic application system. That means all types of operations are running on the same system. It needs to convert all common API to Microservice Architecture apart from additional new modules development. This will make it easier to manage the integration with other subsystems easier. The assignment also requires Kubernetes based Microservice deployment platforms in BCC data center.
The current Infrastructure, operating environment and vital statistics are given below to understand the project:
a) Highly secured environment under proper access control system.
b) More than 32 Elastic Cloud Server (ECS) which provides scalable, on-demand computing resources for secure, flexibility, and efficiency.
c) 32TB storage to serve content of 14 Application servers perform through two different application load-balancers for service continuity and load-sharing.
d) Two Database Cluster contained more than 6 healthy Active-Active Databases servers cluster environment at BCC Cloud
e) Central NMS System to send notification in any critical issue.
f) All 14 application servers perform through two different application load-balancers for service continuity and load-sharing.
g) This system is used in 61+ Zillas, 484+ Upazillas in 4,580+ offices & 8276+ users.
h) 12-15 thousand applications (approx.) are received per day.
i) Selected vendor has to train-up on the e-Mutation system at least 10 officers who will be nominated by Ministry of Land as they can continue the e-Mutation Management System individually.

A shortlist of firms will be prepared upon evaluation of EOIs of the eligible firms and “Request for Proposal” documents will be issued in their favor. A firm will be selected using the Quality and Cost Based Selection (QCBS) (Lump-Sum) method. |

The system is very critical in delivering Government services to citizen which is currently running. The Vendor must prove that they have solid technical background and operational strength to undertake and move this work forward without any hindrances. The Vendor must also have adequate domain knowledge, technical ability, resources, and processes to ensure that this running service can be managed by them. As such, following are defined as minimum eligibility criteria:
1. The Vendor must have at least 5 years of practical experience of developing software systems to provide services to citizen for the Government of Bangladesh or any of its agencies.
2. The Vendor must have minimum 20 in-house full-time system architect, software developers (including high, medium and low levels), testing and dev-op having experiences in developing applications.
3. The Vendor must have full-time deployment experts with experience of optimized deployment and provisioning in cloud environments.
4. The Vendor should have experience in managing customer services through call center and social media.
5. To demonstrate experience, the Vendor must present the following information of the major 5 software development projects: brief description of work, technical challenge and provide completion/satisfaction certificate from the project authority. Work order will not be considered.
6. To demonstrate the human strength, the bidder must give a table for employees mentioning educational qualification with institute/university, experience in relevant technology, and experience in projects. Supporting signed CVs should be attached along with photos. No JV will be allowed.
7. The Vendor must demonstrate its logistical capability, i.e., well-equipped office space in Bangladesh with necessary facilities like development and test server of sufficient capacity, other hardware requirements needed to carry out the service.
8. The Vendor must have updated the audit report of the previous 3 years. Yearly turnover of the Vendor shall be at least BDT 1.5 Crore. All financial requirements must be supported by a verified audit report.
9. The Vendor must have a valid trade license, latest income tax return, latest return submission to RJSC (in case of limited company), BASIS membership for 2020.
