INFORMATION FOR APPLICANT

| Brief Description of Assignment |
: |
The scope of consultancy should include but not be limited with the following:
• Identify and review the existing policy documents regarding refugee crisis and other relevant issues and find out the gaps on key policy issues.
• Provide supporting formulation of policy paper and preparation of protection framework strategy;
• Undertake and facilitate necessary actions to leverage relevant policies and provide advice to MoDMR and other stakeholders in identifying research gaps and designing research in support of policy objectives;
• Conduct assessments on MoDMR’s capacity in policy level support, identify gaps and suggest appropriate measures to address such gaps;
• Provide support and advice in strengthening MoDMR’s capacity to deal with refugee crisis and identify appropriate training/capacity development opportunities for MoDMR officials;
• Carry out stakeholder analysis to bring out the roles and responsibilities of key players and institutions that play a vital role and develop recommendations to strengthen linkages between agencies;
• Conduct workshops with key stakeholders and ensure their inputs while developing and finalizing the draft policy paper and protection framework strategy;
• Provide technical advice and coordinate with MoDMR in identifying priority issues on policies regarding gender/ women, children and people with disabilities;
• Generate knowledge products on the basis of accomplished studies, assessments, surveys, policy dialogues and other tools.
• Prepare progress reports and organize monthly and quarterly progress reviews. |
| Experience, Resources and Delivery Capacity Required |

The EOI would be evaluated on the basis of the followings:
• General experience of the firm(s);
• Experience in similar assignment of compatible size, complexity and technical specialty in the required area.
• Financial soundness of the firm;
• Staffing and logistics of the firm;
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers July 2016, revised November 2017 (Procurement Regulations), setting forth the World Bank’s policy on conflict of interest. |

Consultants may associate to enhance their qualification but should mention whether the association is in the form of a joint-venture or of sub-consultancy. In the case of an association, all members of such association should have real and well-defined inputs to the assignment and in such association it is preferable to limit the total number of firms including the associates to a maximum of two.
It is expected that the services will be commenced tentatively in January, 2021. Terms of Reference (ToR) will be available in the office of the undersigned and also in the MoDMR projects website (www.emrcrpbd.org).
