INFORMATION FOR APPLICANT

Brief Description of Assignment : The utmost objective of the Digital Sylhet City Project is to use the Health Service Management System for improving the quality of life standards of people of Sylhet. The following points describes the scope of the project to design, develop and deploy Sylhet M A G Osmani Medical College Hospital Automation (OMCHA) in brief ? This is a project to be implemented in the offices of the Sylhet M A G Osmani Medical College Hospital; ? The firm must develop, implement and commission the basic and advanced modules of Osmani Medical College Hospital Automation (OMCHA) such as Health Information System (like Executive Dashboard, Patient Dashboard, e-Medical Record, e-prescription, Inpatient/outpatient ward management, etc.), Office Automation (HR Management, Bill and Budget Management, Asset, Store and Waste Management, etc), telemedicine etc; ? The specification of the project (the required modules and functionality) will be prepared by the nominated consultants of this project; ? The OMCHA must be scalable and modular for implementation of other offices of the government and it must be BNDA (Bangladesh National Digital Architecture) compliant for data exchange with Porichoy; ? The modules must maintain proper data standards and protocols used for the Health Information System. The firm must follow Citizen Core Data Structure (CCDS) guidance; ? The Osmani Medical College Hospital Automation (OMCHA) must have the provision for extensive configurability to meet the needs of different agencies of the Government; ? The OMCHA, besides local area network, must be able to communicate through the Internet (Cloud-based Service) using web and mobile communication technologies so that the users can access to the system from anywhere in the world; ? The modules must have web and/or smart devices (Mobile/Kiosk, etc) versions. The nominated consultant of the project will define these; ? The OMCHA must have the provision to incorporate new modules for a particular office or agency as per their business needs (which are not common for all offices). Necessary interfaces for this extension are a must in this project; ? The scope of OMCHA implementation also includes customization of the system, end user training, capacity building, change management and maintenance service; ? The OMCHA must provide detailed log transactions data and an user-friendly GUI to display and visualize errors that occur between services for future maintenance; ? All software modules in different phases of the development process must be verified and validated by the team of the nominated consultant; ? All the documents including the source code, test script, analytical report, operational manual, maintenance plan, training materials, etc. will have to be provided to the Project Authority for further maintenance and extensibility of the system; ? The implementing firm(s) must follow a well-defined software development process to meet the Software Quality Assurance criteria specified by the nominated consultant; ? The firm must ensure data migration from existing system(s) to new system(s).; ? The firm must develop API that can communicate external or existing other modules. For some modules of this project must have interfacing and integration to medical devices; ? The implementing firm(s) should solve the intellectual property issues for any 3rd party tools, API etc. used in the application. ? The firm must provide maintenance support for 2 years after FAT and adequate training for the skill/technology transfer;
Experience, Resources and Delivery Capacity Required : This is a national project with utmost importance towards achieving the Vision 2021: Digital Bangladesh. The OMCHA will be used to modernize and simplify the medical services for the people of Sylhet. So, the implementing firms must prove their technical ability and operational strength to undertake and move this work forward without any hindrances in terms of the following key criteria ? Reputed Firm(s) who have minimum 10 (Ten) years experiences in Bangladesh about Software and Service development; ? Must have experience of developing Software Solution for Government of Bangladesh. ? The firm(s) must have practical experience (ongoing or successful completion of at least 2[Two] contracts) of developing Health-Care/ ERP Software / Large Scale Automation at enterprise-level (Government / Semi-Government / Autonomous Organization / Private Organization of Bangladesh) during the last 5 (Five) years; One of these software development projects must have the contract value of BDT 06 (Six) Crore in a single contract. ? The firm(s) must have sufficient and experienced System Architect, Database Architect, Software Developer; ? The firm(s) should also have health sector domain specialist with at least 10 years of experience. ? The firm(s) must have full-time professionals capable of running large scale systems in all major platforms like Windows, Mac, Linux, Android, IOS, Web/Cloud-Server, etc.; ? The firm(s) should demonstrate its management capability (brochure and other documents describing similar assignments, experiences, availability of appropriate professional staffs and experiences among applicant’s staffs, resources to carry out the assignment) in managing large scale projects; ? The firm(s) need to have test environment ready with equipped devices at their end. ? The firm(s) should also demonstrate its logistical capability, I.e., well-equipped office space in Sylhet/Dhaka with necessary facilities; ? The firm(s) must have the sufficient amount of liquid assets, i.e., working capital or credit line(s) of 2 (Two) crore supported by competent documents; ? The firm(s) must have an update-audit-report of the previous 5 (Five) years and average annual turnover for a minimum of BDT 3 (Three) Crore in last 3 years; ? The firm(s) should have valid up to date trade license, TIN with up to date TAX return certificate and VAT certificates; ? The firm(s) should provide a detail specification module (including the Technology to be used, Technical Approach and Methodology, Work Plan) of the software as per understanding of the firm; ? In case of joint-venture, The Lead Partner must meet the full (100%) qualification criteria separately.

History of litigation (if any) in courts or any arbitration proceedings;
