INFORMATION FOR APPLICANT

| Brief Description of Assignment |
: |
The Government of Bangladesh has received for financing from the International Development Association (IDA) towards the Bangladesh Weather and Climate Services Regional Project (Component-A) {BWCSRP(Component-A} and intends to apply part of the proceeds to payments for the consultancy services.
As a part of Component -A, the BMD is seeking the services of an experienced consulting firm to develop a National Data Sharing and Access policy which broadly aims to but not limited to;
1. provide policy guidance on the effective implementation of data related activities of the Bangladesh Meteorological Act (BMA);
2. strengthen the utilization and exchange of meteorological, climatological, seismological and related data among government departments, academia and private sector comprising national and international entities;
3. tighten the legal framework around data access, exchange and utilization;
4. eliminate the vagueness in terms of data sharing, coordination mechanisms, and standard operating procedures;
5. increased accessibility and easier sharing of non-sensitive data (meteorological, hydrological, seismological data) amongst the registered users and their availability for scientific, economic and social developmental purposes;
6. prepare a sensitivity classification of all generated data, keeping in view, the broad guidelines delineated in the Right to Information (RTI) Act 2009. This list may be periodically reviewed to see whether the data should remain in a restricted category or not;
7. identify the data available in analogue form and needs to be converted into digital domain for enhancing the data usability.

| Experience, Resources and Delivery Capacity Required |

The Project Director of BWCSRP (Component-A) now invites eligible national/international consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The following lists of competencies are required to be shortlisted of Firms on reviewing EoI documents:
a) Shall be registered as company/consulting firm having legally established office in its country of business; these shall be supported by proven document(s) i.e., certification of incorporation/ registration from the competent authority (ies). In case of Firm registered in Bangladesh shall provide proven documents of valid Trade License, Tax Identification Number (TIN), Business Identification Number (BIN) with latest tax payment certificate and online VAT registration certificate.
b) Shall have minimum of 5-years of experience in hydro-meteorological service and related policy development and implementation;
c) Shall have at least one contract of similar nature of services of value of minimum USD 70,000.00 (USD Seventy Thousand) or equivalent BDT 6,000,000.00 (BDT Sixty Lakhs) successfully carried out within the last three years-counted backward from the date of publication of Request for EOI, in any Government/Semi-Government/Autonomous Organization. Similar nature of work will mean that the Firm holds working experience on government/corporate rules/regulation/act, policy/legal document formulation, advisory activities including its application, implication and development procedures.
d) Shall provide availability of appropriate skills among staff with demonstrated corporate capability in performing such assignment, provided with a list of key professionals with their nature of association with the Firm, e.g., full-time or part-time employee or externally hired;
e) Shall provide corporate financial capacity of the Firm (Annual turnover and financial information supported by audited reports and financial statement for at least three years over the past five years- counted backward from the date of publication of Request for EOI);
f) Must provide/propose a Consultants Team comprising of at least three professionals key experts: one International and two National having qualifications and expertise as stated in Section-9 of TOR. A short description on key expert’s qualifications and experiences is desirable. The detailed CV of the expert is required to submit with EoI.

The attention of interested Consultants is drawn to paragraph 1.9&1.13 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers January 2011 [updated July 2014] (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications but should mention specifically whether the association is in the form of a “joint-venture” or of “sub-consultancy”. All members of such an association should have real and well-defined inputs to the assignment, and it is preferable to limit the total number of firms in the association to three.
The consulting firm will be selected through the Selection based on Consultants’ Qualifications (CQS) method of World Bank Guidelines for Selection and Employment of Consultants under IDA Credits & Grants by World Bank Borrowers updated January 2011 [updated July 2014].

The interested consulting firms are requested to go through the ToR and accordingly submit their EOI proposals. The Procuring Entity (PE) reserves the right to accept or reject any or all EOIs without assigning any reason whatsoever.
