| Brief Description of Assignment |

The NGO shall primarily assist Roads and Highways Department (RHD) in land acquisition and resettlement activities for the project affected people in claiming compensation money and implementing resettlement action plan, process extra-legal resettlement benefits as part of the project resettlement policy. The general scope of works and the key tasks of the NGO service shall include: (i) Assist RHD to prepare LA proposal, liaison with the DC Office to expedite acquisition process, and arrange all meetings, joint surveys and field visits until the land is handed over; (ii) plan, design, and conduct campaigns in the project affected areas to disseminate information; (iii) digitize data of land, structure, trees and other properties of the PAPs. (iv) assist both direct and indirect PAPs in collecting cash compensations; (v) carry out additional census and inventory of losses (IOL) if required for verification; (vi) digitize LA plan, all acquisition data, Compensation Award, etc.;(vii) Identify the entitled persons (EPs); (viii) participate in Grievance Redress Committee (GRC) meetings; (ix) develop and operate an web based Grievance Redress apps to address the land acquisition and resettlement issues;(x) prepare EP file, entitlement cards and payment statements; (xi) help in disbursing resettlement benefits; (xii) Any other resettlement related services as may be required during execution |

The qualified NGO must be a non-profit human welfare organization and must have experience in land survey and implementing resettlement action plan in a large-scale development project. The NGO must be registered in Bangladesh with the Department of Social Welfare and NGO Affairs Bureau |

The Qualified NGO must have proven ability of implementing at least 2 (two) resettlement Programs of which at least one must be in any foreign aided road development project in the last 10 (Ten) years. Experience in resettlement program under Roads and Highways Department will get preference.
The EOI shall include:
Profile of the NGO (management, address, number of staff, history and other information);
General and specific experience of the NGO;
Notarized copy of updated registration certificate (with Department of Social Welfare and NGO Affairs Bureau);
Experience of the firm detailing name of projects, name of clients, total costs of the projects, cost of the NGO service, type of services provided, date of commence and completion;
Summary of experience of the NGO in the field of resettlement assistance;
Summary of project experience in similar social, geographical and economic condition;
Audited financial Reports of the NGO for the last three years. |
