| Brief Description of Assignment |

The Government of the People's Republic of Bangladesh has received financing from the World Bank toward the cost of the Local Governance Support Project-3 (LGSP-3), and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include: (i) Study the project objectives, project activities and implementation process and procedures; (ii) Review relevant secondary documents such as Development Project Proposal (DPP), Project Appraisal Document (PAD), Union Parishad Operations l Manual (UPOM), Pouroshava Operational Manual (POM), etc. to comprehend the full understanding of schemes; (iii) Undertake fieldwork (if necessary) for collection of information and data to substantiate the relevant findings relating to good practices; (iv) Prepare ‘Compendium of Good Practices’ on the basis of good & successful schemes implemented under LGSP, LGSP-2 and LGSP-3; (v) Submission of the draft Compendium of Good Practices to PMU for review and approval, (vi) Printing of 10,000 copies of Good Practices Compendium and its distribution among different stakeholders as per distribution list to be provided by PMU [Please refer to the Terms of Reference (TOR)].

The Local Governance Support Project-3 (LGSP-3), representing Local Government Division (LGD) of the MoLGRD&C, now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.The shortlisting criteria are:
• Core business of the firm and years in business;
• Relevant experience of the Consulting firm in similar assignments of publication or documentation;
• Experience in conducting surveys or research;
• Experience in other works; and
• Technical & managerial staff strength, financial capability and logistics of the firm.
Consulting firms are requested to submit the following documents in support of the above-mentioned criteria:
(a) Registration documents of the firm; (b) Firm’s brochure; (c) Financial information of last three years, including VAT registration and updated IT certificate; (d) Service experience record (completed within last 10 years) (including nature, total cost, total input in terms of man month, employer, location of service etc.), and (e) other relevant documents (if any). Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs,3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Consultant’s Qualification-based Selection (CQS) method set out in the Procurement Regulations.
