INFORMATION FOR APPLICANT

Brief Description of Assignment : BCIC has planned on “SETTING UP A NEW FACTORY INTREGATED PAPER/ STARCH/ API COMPLEX AT KNM PREMISES, KHALISHPUR, KHULNA. To ensure and perform the above mentioned activities, BCIC would like to appoint an international reputed and experienced Consulting Firm. Consultant’s responsibilities/ assignment include, but not limited to, the following: To make a techno –economic feasibility report on incorporating all Utilities, Auxiliaries and Offsite required by the complex include but not limited to, A.1 To determine the availability of land within KNM boundary limit and all its auxiliary facilities. Plot plan and lay-out need to be submitted. A.2 To determine the size of a new factory as requirements of Bangladesh A-3 To study the Environmental Impact Assessment (EIA) and to suggest its Environmental Management Procedures (EMP) providing Rehabilitation Action Program (RAP) through adjusting/ incorporating all dozing/ filtration system considering the effluent volume/ quantity irrespective of solid, liquid, gaseous pollutants/ exhaust abiding DoE Rules and Regulations of Bangladesh. A-4. To evaluate all Utilities, Auxiliaries and Offsite required by the complex include but not limited to: Water Intake, Water Treatment System, Demineralized Water System, Cooling Water System, Steam and Power Generation System, Instrument and Plant Air System, Distribution System for Water , Steam and Power; Raw material storage, Loading and Unloading infrastructure facilities of existing Product Dispatch System ( Track/ Rail), Fire Fighting Facility and any other offsite facilities required for normal operation of the plant safely. A-5 To evaluate the economic viability of proposed project considering availability of imported raw materials, distribution of finished and intermediary product and Health, Safety and Environment (HSE) issue.
Experience, Resources and Delivery Capacity Required : Experience 16.1 Background of Firm(s) with detailed brochure to be submitted along with authentic document and proof of each credit criteria (any statement without such evidencing documents will be of no use) mentioning their facilities and areas of expertise. 16.2 Minimum 05 (Five) years’ experience in Preparation of Techno Economic Feasibility Study Report and Related Documentation each of big category Integrated paper mill/ Starch / API Complex. 16.3 Having experience as Consulting Firm for preparing Techno Economy Feasibility Report of at least 1(One) big category each of Integrated paper/ starch/ API Complex in last 05 (Five) years; years counting backward from the date of publication of EoI Notice. 16.4 Overseas experience as consulting firm at least 1 (One) big category each of Integrated paper/ starch/ API complex for the last 5 (Five) years; years counting backward from the date of publication of EoI Notice. Resources and Delivery Capacity Required 16.5 Availability of appropriate experienced and professionally qualified persons / experts among the staff and resources to carry out the assignment (CV of each experts must be submitted). 16.6 Having average annual financial turnover of USD 1 (One) million for last 3 (three) years; years counting backward from the date of publication of EoI Notice. 16.7 List of the experts (integrated paper/ starch/ API Complex) and staff with qualification. 16.8 As such reputed international firms are hereby invited to submit proposals completing as per following Prescribed EoI Format.
