| Brief Description of Assignment |
: |
1. Pre- Design Work: The main objective of the digital survey especially in Dept. of Livestock Services (DLS) is to make a detailed digital survey of the selected site conversing adjoining structures, external & internal roads, electricity, gas, water, sewerage line, geological etc. Further the firm/consultant shall make an environmental assessment of the existing condition of the site and likely impact of the proposed construction work. Two sets of detailed site analysis report along with inception report shall have to be submitted by the consultant to the client.
2. The consulting firms also required to submit a separate report on feasibility existing structures different infrastructural unit under Department of Livestock Services (DLS) for further improvement/renovation
3. The consulting firm required to conducting digital survey of total number of 669 (six hundred sixty-nine) different infrastructural units as per DPP under Department of Livestock Services (DLS) at 08 divisional headquarters, 64 districts and 491 upazilas (except all offices at HQ Dhaka).
4. Sub-Soil Investigation: The consulting firm will conduct sub soil investigation to determine the bearing capacity of the soil in designing cost effective safe foundation for construction works as per standard practice. Minimum 04 (four) numbers of subsoil test boring per site will be required. |
| Experience, Resources and Delivery Capacity Required |

a) The firm should have minimum at least 7 years’ experience as a lead on extension, modernization and construction work related survey in the field of Architectural and Engineering consultancy services with construction site supervision.
b) Successful completion of at least 03 (three) similar survey projects/assignments/services in last 03 (three) years (Years counting backward from the date of publication of IFT) with total professional man-month in government/semi-government/autonoums bodies. The experience certificates to be supported by work order/completion certificates in letter head pad with mentioning man-power engaged in the assignment and details of signatory (name, contact number & email ID)
c) Availability of appropriate experience and professional qualifications among applicant’s staff and resources to carry out the assignment.
d) Administrative strength and financial capability to carry out project assignment.
e) The firm must be submitted the following documents:1) Company registration certificate from Department of Survey of Bangladesh ; 2) updated income tax certificate & VAT/BIN certificate; 3) updated Bank solvency certificate; 4) Experience certificate 5) Number of team members & experience (attachments of supporting documents as an authentication is required) and also inventory of existing facilities like building, gas, electricity connectivity & its present condition 6) Audited financial reports of the firm for last 03 (three) years (Years counting backward from the date of publication of IFT) |

Interested firm(s) will be required to submit the EOI in closed format mentioning the name and address of the applicant, EOI no. & date and be addressed to the EOI issuing Authority in 3(three) copies; 01(One) marked as "ORIGINAL” and other 2(two) as "COPY" in separate envelope in the form of book binding, Both the "ORIGINAL" and "COPY" shall have
to cover within a single envelope to the address below before the EOI closing date & time.
b) The applicant shall mention the page no. serially in every page of submitted EOI document.
c) EOI will be opened on 08-04-2021 (Thusday) at 12.30 PM just after closing time.
d) In case of any unavoidable circumstances such as strike, civil commotion, Govt. declared holiday etc, EOIs will be received and opened on the following working day.
e) Upon receipt of EOIs the interested firm(s) those are deemed best suited to perform the assignment will be short-listed. There after Request for proposal (RFP) document will be issued to the short-listed firm(s).
f) The consulting firm(s) will be selected based on Quality & Cost Based Selection (QCBS) method in accordance with the procedures set out in the
PPR 2006 and PPR 2008 of GOB.
g) Interested firms may associate with other firms (Local) to enhance their qualifications but should mention whether the association in the form of “Joint Venture” or “Sub-Consultancy”. In case of association all member of such “association” should have real and well-defined input of assignment.
h) In addition to the above the JV shall have to indicate all documents mentioned in “Experience, Resources and Delivery Capacity required” collectively.
i) The lead partner shall not authorize any other partner to sign the proposal document/contract document |
