This is a national project with utmost importance towards the digital Bangladesh goal so the service provider must prove that they have solid technical background and operational strength to undertake and take this work forward without any hindrances. Bidder must also have adequate technical ability, resources, human resources and processes. As such, following are defined as minimum eligibility criteria:
1. Must have valid and up-to-date trade license (2020-2021), Register under joint stock & companies (RJSC) registration (if applicable), VAT certificate, TIN certificate, update income tax payment certificate.
2. Minimum 5 years of experience in ICT business as a registered company/entity in Bangladesh (Submit certificate of incorporation).
3. Must have minimum amount of liquid asset in form of credit line or working capital shall be BDT 40 Lac and average annual turnover is BDT 1 Crore in last 2 years. Please submit last 02 (Two) years financial audit report.
4. Bidder Firm must have competent full-time manpower/consultant in the team that includes Project Manager, Data Center (DC) Lead, System Administrator, Server Administrator, Network Administrator, Database Administrator, DevOps Engineer, Network Operations Center (NOC) Lead, Network Operations Center (NOC) Engineer. (Submit list of manpower/ consultant with qualification for above mentioned positions)
5. Must have own data center in Dhaka. (Please provide relevant documents along with datacenter capacity and other details)
6. Multiple Companies having technical and legal competency for providing such services can apply jointly but they must have legal agreement among them where one company needs to be lead. The joint venture company jointly needs to fulfill all conditions mentioned in this ToR. Joint-venture agreement needs to heave clear identification about each responsibility matrix along with IPR.
7. Manage large scale enterprise infrastructure (minimum 100 VM, 50 Mbps, 10000 user base) in private/Government/Semi-Government sector.
8. Must submit list of ongoing projects similar to this assignment.
Aspire to Innovate Programme now invites eligible Applicants/ firms to indicate the interest in providing the services. Interested Consultants/firms are invited to provide information indicating that they are qualified to perform the services.
A shortlist of consultants will be prepared upon evaluation of EoIs of the eligible applicants and “Request for Proposal” document will be issued in their favor.
Total duration of the contract is 12 (Twelve) months.
