Terms of Reference for Training Management Firm:
Bangladesh Television (BTV) is a Public Service Broadcaster (PSB) and only State-owned National Television of Bangladesh. Being a PSB, BTV continues to make significant contribution to accelerate socio-economic changes, promote national integration and accelerate scientific idea among the people. It contributes to disseminate knowledge, education and information for public awareness about means of population control, family welfare, environmental sustainability, ecological balance and measures for women and children welfare.
Bangladesh will adopt Digital Terrestrial Television Broadcasting (DTTB) system from Analogue to Digital as per National Roadmap and International Telecommunication Union (ITU) guidelines. By implement the project create better Facilities i.e., multi-channel transmits in single Transmitter. It is expected that the engineer should be equipped with the latest knowledge about Digital Terrestrial Television Broadcasting system.
The aim of the training is to provide neighboring / international exposure to the engineer of Bangladesh Television to enhance their knowledge, skill, competence and professional outlook, so that they can discharge their duties for successful implementation of DTTB in Bangladesh.
? SCOPE OF SERVICES:
The assignment for arranging the Training Management Firm (TMF) includes the following:
1. The Training Management Firm (TMF) will be responsible for identify and select internationally reputed organization/training institutions in above mentioned places.
(i) Sessions on Digital terrestrial transmitter operation and maintenance will be held in reputed organization/training institutions of Japan/Europe/UK/ USA/Australia/Canada/Russia;
(ii) Sessions on Management Courses for Senior Personnel will be held in International Broadcasting Convention (IBC), Netherlands;
(iii) Sessions onAudio, Video Digital/Analogue and satellite signal Measurement technique will be held in reputed organization/training institutions of Korea/Singapore/Thailand/China/Malaysia/Sri-Lanka/India;
2. Organize all per-departure activities like assistance the client with air ticket on desired date, visa processing, ensuring suitable accommodation abroad in consultation with the client, per-departure briefing, contact the participants in all stages.
3. Submit the day wise detail program at least 14 days before the commencement of the start date of training and get it approved by the Client (Detail technical approach and methodology should be submitted in Request for Proposal (RFP). Suggestions from the client must be accommodated in the final program.

| Experience, Resources and Delivery Capacity Required |

a) Minimum 5 (Five) years’ experience of overseas long and short-term training under different ministries/ Division/autonomous bodies of Bangladesh.
b) Evidence of Successful implementation of overseas training programme last five year at least 2 contract and the amount will at least 100.00 lakh (One crore) taka or equivalent US dollars/Euro/Japanese Yen.
c) Evidence of permanent office (ownership document/rental deed) in Bangladesh.
d) Reasonably acceptable organizational profile having adequate permanent manpower and other office permanent manpower and other office equipment and logistic support (Detailed profile of permanent manpower needs to be submitted separately)
e) Overseas training partnership/regional/global networking with other international and regional training organizations/institutions. The intending firms must show written evidence of partnership in the form a agreement/MOU or any other form of mutual collaboration signed with the organizations engaged in training.
f) The intending firms will produce real experience certificate and at least 3 (Three) real experience certificate for the similar job.

Interested firm are invited to provide information and produce documents indicating that they are component to perform the service (Firm profile, MOU/Contract with training institute/Authorization from training institute, profile of training institute, description of similar program, experience in similar activities, trade license, VAT, income tax certificate, financial solvency certificate etc.
