| Brief Description of Assignment |

The consulting services (“the Services”) include i) reviewing, monitoring, and recommending on the progress of the Project Development Objective (PDO) Indicators for improvement of the project implementation on physical and financial elements, on a half-yearly basis, ii) reviewing, monitoring, and recommending on the progress of the Intermediate Results (IRs) Indicators for improvement of the project implementation on physical and financial elements, on a quarterly basis following Annual Development Plan (ADP), iii) the baseline for the project based on the available information, and consider control groups and other means of establishing counterfactual positions as required to report progress and to establish the overall contribution of the project. |
| Experience, Resources and Delivery Capacity Required |

• General Experience of the Firm (core business and years in business); Minimum 12 years of general experience. In case of Joint Venture (JV), lead firm of JV should have 12 years of general experience and all other partners of JV should have at least 5 years of general experience.
• Experience in similar assignments of compatible size, complexity and technical specialty in the required area: A registered consulting firm, with adequate proven working experience and ability on forest monitoring system. Minimum 10 years’ experience with similar kind of assignments. In case of JV, any member of JV should have minimum 10 years of similar experience. Having international experience and working experience in donor-funded projects will be an added advantage.
• Firm’s relevant managerial, financial and organizational capabilities for the assignment;
