Brief Description of Assignment : Corrigendum on REOI NOTICE The earlier REOI Notice published on 18 April/2021 has been modified. The Potential Consultants are requested to submit their EOIs as per the following REOI. The deadline for submission Expressions of interest (EOI) is: on or before June 15, 2021 up to 14:00 hours (GMT+06:00) REQUEST FOR EXPRESSIONS OF INTEREST (REOI) FOR CONSULTING SERVICES Country: Bangladesh Name of the Project: National Agricultural Technology Program –Phase II Project (NATP-2) Credit No. IDA Credit No - 5665 BD and IFAD, Loan No. 2000000721. Assignment Title Hiring a Consulting Firm to conduct NATP-2 End of Project Impact Assessment and thematic/issue based studies/assessments (Package # SD/PMU/F-8) Reference No. (Package # SD/PMU/F-8 (as per procurement plan) The Government of the People’s Republic of Bangladesh has received credits from the International Development Association (IDA) and International Fund for Agricultural Development (IFAD) towards the cost of National Agricultural Technology Program-Phase II Project (NATP-2) and intends to apply a part of the proceeds for consulting services. The consulting services (“the Services”) include: • Develop a detailed methodology and conduct a Causal Impact Assessment to capture productivity gains, income increased, marketing benefit accrued, food security and nutrition & livelihood improvement occurred at the household and community levels by applying both quantitative surveys and Participatory Rapid Appraisal (PRA) techniques, and by taking into account all the activities of the implementing units (PMU, PIU- BARC, PIU-DAE, PIU-DOF and PIU-DLS). • Assess the functional linkages established among research and extension, production and marketing and supply chain activities. • Assess successes and weaknesses (if any) and lessons learned from the implementation of the project applicable to prospective & potential design of NATP-Phase III as well as for better result-oriented performances. • Organize and conduct results sharing workshop with the relevant stakeholders (ministry, PMU, PIUs, donors, departments, experts) • Assess scalable technology developed through AIF-1 and their initiative for transfer at farm level. • Design and conduct 12 thematic/issue-based quas-experimental impact studies for documentation of good practices and lessons learned. Experience, Resources and Delivery Capacity Required : The Project Director (PD) of Project Management Unit (PMU) of National Agricultural Technology Program –Phase II Project (NATP-2) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: • The firm should have at least 10 years of experience in outcome monitoring, evaluation, impact assessment and related works of R&D in agricultural projects. Years counting backward from the date of publication of REOI to 1st assignment of the firm) • In case of Joint Venture, each member of the joint venture should have specific experience in at least some of the similar activities indicated above for at least 5 years. Years counting backward from the date of publication of REOI to 1st assignment of the firm). Whereas the joint venture combined should have specific experience in all the above activities. It is preferred that the joint venture should not include more than two members. • The firm having working experience on Impact Assessment and evaluation in Bangladesh, particularly in the agriculture sector, will get added advantage. • In case of foreign firm (a single entity or for the JV, if all members are foreign firm), the firm must set up a office in Bangladesh if awarded the contract to run its day to day operation. For Joint Venture, if at least one member is Bangladeshi firm, office of the Bangladeshi firm in Bangladesh will be considered. • For reference to the experience, the firm must mention at least the name of the projects with the brief scope of services, location of services, contract value, total person-months, total number of experts (both key experts and non-key experts). Must submit completion certificates of the contract with contact details of issuing authorities and all the certificate should be attested by the member director or same ranking officer of consulting firm. • consulting firm must submit table of content, attachment list of all documents with page numbers, and signature by authorised signatory on every page. Key experts will not be evaluated at EOI evaluation stage for shortlisting purposes. The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers January 2011 revised July 2014. (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. The qualifications of sub-consultant will not be considered in the evaluation of EOIs for shortlisting purposes. In the case of a joint venture, all the partners in the joint venture shall be jointly and liable for the entire contract if selected. A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Consultant Guidelines.
