| Brief Description of Assignment |
: |
Study on Upazila Master Plan that includes the following studies (1-4) covering following assignments (a-e). Study 1: Preparation of a sound methodology and setting appropriate indicators for prioritization of Upazillas to start the preparation of development Plan of all Upazilas of Bangladesh. Study 2: Assessment of institutional capacity of Municipalities, Upazilas and other government agencies in sanctioning planning permission, plan implementation and monitoring to ensure development control. Study 3: determination of appropriate approach, hierarchy and jurisdiction of various Development Plans for the preparation of Local Plan (Upazila), Regional Plan and National Plan based on government policies and vision for the future. Study 4: Assessment of current institutional capacity of Local Government Engineering Department (LGED) in preparation of the Upazila development Plan and necessary reform. Assignments in brief: a) Review and analysis: Studying the capacity and present planning practices in Upazilas and Municipalities (within Upazila) level in Bangladesh, particularly, in plan preparation, implementation and development control. b) Prioritization: Development of prioritization methodology for selection of Upazilas for Master Plan preparation considering their trend of development, long-term plans, vision and targets of Government with an objective of preparation of Master Plan for all Upazilas by 2030. c) Guidelines: Suggest appropriate guidelines for the preparation of Development Plans in Local Level (Upazila) and Regional Level (District) specifying the proper approach, hierarchy and jurisdiction. Also proposing necessary changes to improve the capacity improvement of LGED for plan preparation in Upazila level. d) Report: Submission and presentation of reports for all studies as listed above. e) Stakeholder meeting: Conduct stakeholder meetings, workshops, and interviews as required. |
