INFORMATION FOR APPLICANT

| Brief Description of Assignment |
: |
a. To prepare land use plan of Integrated Waste Management in the existing and proposed landfill site.
b. To do the topographical survey for proposed landfill.
c. To conduct geotechnical investigation and hydrological survey
d. Carryout Environmental Impact Assessment (EIA) that includes SIA, EMP etc. and assist to get Environmental Clearance Certificate from DOE and prepare Environmental Monitoring Report of the project.
e. To Prepare procurement plan & support for all sort of procurement of the project.
f. To prepare Architectural design (3D model/animation), Detail Engineering Design (DED) and Working Drawing of appropriate and affordable waste management and treatment facilities (i.e composting/bio-methanation, Medical waste treatment, Incineration, landfill etc.) in consideration of waste characteristics, economy, environment etc.
g. To prepare design, drawing, technical specification, BOQ, estimates and bidding documents of the goods and works packages for project.
h. To explore the participation of private sector/ entrepreneur in resource recovery facility including the livelihood opportunity of the informal sector.
i. To prepare Operation and Maintenance Manual of the proposed facilities.
j. Supervision and monitoring of construction works and recommend for bills.
k. Submit completion report along with all documents (including as-built design & drawing )

| Experience, Resources and Delivery Capacity Required |

The short listing criteria are :
i. General experience of the firm(s).
ii. Experience in the similar projects of committable size, complexity and technical nature;
iii. Financial soundness of the consulting company; and
iv. Evidence of availability of qualified staff resources and logistics with the firm.
Consultants are requested to submit the following documents in support of the above mentioned criteria;
a) Registration paper of the firm (Trade license, VAT certificate, TIN certificate etc).
b) JV agreement letter of intent(if applicable)
c) Firm’s brochure
d) Audited financial reports for last three years
e) Service experience record (including nature, total cost, total input in terms of man month, employer, location of service etc of similar projects)and
d) Available staff resource and logistics. |

a) Interested firms shall submit expression of interest (EOI) to the DNCC within the given time frame. The EOI’s will be evaluated according to the provisions of the Public Procurement Rules- 2008.
b) In a case where more than one firm forming a consortium to enhance their qualifications, the lead firm should submit the EOI. They should outline the rationale for the proposed consortium, and describe how the work will be coordinated, managed and quality control assured. They should have proven track records of management and financial solvency. |
