INFORMATION FOR APPLICANT

Brief Description of Assignment : The Government of the People’s Republic of Bangladesh has received financing from the World Bank toward the cost of the Bangabandhu Sheikh Mujib Shilpa Nagar (BSMSN) Development Project under Bangladesh Private Investment & Digital Entrepreneurship Project (P170688), and intends to apply part of the proceeds for consulting services. Objectives The main objectives are: 1. To implement the Environmental and Social Management Framework (ESMF) of the project through supervision, co-ordination among various agencies and environmental experts associated with the project in accordance with all the regulatory requirements of GoB (Government of Bangladesh) and WB (World Bank)rules/regulations/conventions/protocols. 2. To ensure the integration of Environmental and Social Impact Assessment (ESIA) and Environmental and Social Management Plan (ESMP) measures into the project design and implementation plans. 3. To review various environmental and other documents with regard to their compliance with ESMF (Environmental and Social Management Framework). 4. To co-ordinate and provide guidance in implementing ESMPs with the associated personal and agencies to ensure the clearance of environment. 5. To formulate, maintain and update a standard database related to environmental activities of the project according to Department of Environment (DoE) and other related regulations by GoB. 6. Act as a single point contact person at the PIU (Project Implementation Unit) and provide all kinds of support documents for the other agencies. The Scope of Services: The scopes of the work of the Environmental Specialist (National) include, but not limited to, the following: • Assist BEZA to ensure compliance of GoB environmental rules and regulations and provisions of ESMF and other ES (Environmental and Social) documents of the project during planning and implementation of various activities under the project ; • Assist BEZA (Bangladesh Economic Zones Authority) in complying with the commitments made in the project Environmental and Social Commitment Plan (ESCP); • Carry out environmental and social screening of the sub-projects and prepare site specific Environmental and Social Assessment reports, if necessary, in collaboration with the Social Development Specialist of the project in accordance with ESMF. • Update any existing ESIA report, if necessary, based on detail information available during implementation of the project. • Work closely with various agencies associated with the sub-projects such as Transaction Advisors, Master Developers, Contractors, etc. and ensure that all the activities and measures are implemented as per the regulatory requirements of GOB and WB.; • Assist PIU to review and approve package-wise ESHS (Environmental Social Health and Safety) Management Strategy and Implementation Plans(ESHS-MSIPs) and Contractor’s-ESMP submitted by the contractors. Also assist to review monthly progress reports received from construction contractors and Supervision Consultants, provide feedback for improvement, undertaking more detailed planning and following them up to ensure compliance, corrective actions or operationalization of penal provisions/ sanctions in case of non- compliance or delays; • Assist PIU in ensuring Occupational Health and Safety (OHS) measures in line with the Labor Management Procedure (LMP) of the project including (a) identification of potential hazards to project workers, particularly those that may be life threatening; (b) provision of preventive and protective measures, including modification, substitution, or elimination of hazardous conditions or substances; (c) training of project workers and maintenance of training records; (d) documentation and reporting of occupational accidents, diseases and incidents; (e) emergency prevention and preparedness and response arrangements to emergency situations; and (f) remedies for adverse impacts such as occupational injuries, deaths, disability and disease. • Assist PIU to ensure that workers will be provided with facilities appropriate to the face COVID-19 situation including access to canteens, hygiene facilities, and appropriate areas for rest. Where accommodation services are provided to project workers, policies will be put in place and implemented on the management and quality of accommodation to protect and promote the health, safety, and well-being of the project workers, and to provide access to or provision of services that accommodate their physical, and social and cultural needs. • Ensure the integration of ESIAs and ESMPs measures into the sub-project design and implementation plans such as contract documents, maintenance contracts, tenant lease agreements, etc. • Review various Environment and other documents submitted by consulting firms with regard to their compliance with the ESMF, various environmental issues and the adequacy of management measures and provide necessary guidance to consultants in improving the reposts prior to forwarding to CCU (Central Coordination Unit)/The World Bank for necessary approval / clearance; • Co-ordinate with the Environmental Engineers/Experts of the Master Developer/ Contractor and provide necessary guidance in implementing ESMPs, guidance in securing regulatory clearances on Environment from DoE and other agencies; • Carry out regular visits to sub-project implementation sites to monitor EHS implementation across work-packages based on contractor obligations detailed in the agreements and bid documents in compliance with ESMF, site specific EMPS and other ES instruments of BSMSN Development Project under PRIDE ; • Co-ordinate with the Environment Expert at CCU-PRIDE and provide all assistance on environmental standard management of the sub-project; • Maintain a data base in a standard form, on the status of various environmental activities of the sub-project (clearances, compliances, ESIA reports, progress reports, etc.) and update the same on regular basis; • Support the PIU in taking action on any grievance related to EHS (Environmental Health and Safety) received by the project and following it up and ensuring its satisfactory closure; • Support PIU to develop strategies, initiate activities to promote community awareness on EHS risks, mitigation/ prevention and management measures • Design and organize training programs on environmental issues for capacity building of BEZA officials and other stakeholders. • Prepare and submit monthly progress reports to the CCU/GoB and quarterly progress reports to the World Bank, on all the aspects related to environmental management in the sub-project; • Function as a single-point contact at the PIU for the sub-project and for other external agencies, including the World Bank, • Follow up with the Master Developer and the contractors, and other agencies in addressing various environmental safeguard actions agreed with the GoB and the World Bank from time to time, and provide timely update to the CCU and the Bank. • Prepare monthly performance reports for the project of BEZA. • Any other related task assigned by the PD (Project Director).
Experience, Resources and Delivery Capacity Required : Educational Qualifications: S/He should have an appropriate post-graduate degree in Environmental Engineering/Science or equivalent qualification in a related field. Experience: • At least 10 (Ten) years of experience in the field of Environmental Management of which minimum 04 years of experience in DP (Donor Partner) funded projects; • Experience in preparation of EIA, EMP and other documents related to environmental safeguard. • Experience in implementation of EMF, EIA, EMP and other documents related to environmental safeguard. • Updated knowledge on government policies, act, rules and regulation related to environment; • Experience of working on the WB funded project and updated knowledge of WB’s safeguard policy and Environmental and Social Framework (ESF) will be an added advantage. • Must have excellent communication and presentation (oral and written) skills in Bangla and English.
Other Details (if applicable) : Place of work: BEZA Office located at Dhaka/; however, the consultant should have field visits across the economic zones located in different districts. Duration of employment: For period September, 2021 to August, 2023 (Indicative). Depending on the need of the client and satisfactory performance of the consultant, the contract period may be extended through mutual agreement.
