Bid submission and opening: Bidders have the following options to submit their bids – (i) Hard copy (original and copies) submitting physically within the bid submission deadline – this can be done by a local representative or authorized person of the bidder; (ii) Hard copy (original and copies) delivered physically by a courier service provider within the bid submission deadline; and (iii) Scanned copy of the signed bid submitted to the designated email address (anwar.hossain@egcb.com.bd) of the Employer within the bid submitted deadline ( 15 June 2020 on or before 12:00 pm (Bangladesh Standard Time) ). As the procurement is following 2 envelope procedure, the confidentiality of the financial part of the bid is a major concern. Therefore, the bidder needs to submit the financial part of the bid in a password protected manner. The bidder shall not share the password of the financial part of the bid with the Employer upfront. After completion of the technical evaluation, if the bid is technically responsive, during the public opening of the financial part, the password will be received from the bidder. Bidders submitting the bid online will also require to submit the hard copy (original and copies) in parallel. However, considering delay in sending documents through international courier services, it is not necessary to receive the hard copy within the bid submission deadline. However, the hard copy of the bid must be received by the international courier services before the bid submission deadline. The bidder must submit along with scanned copy of the bid – (a) copy of acknowledgement (receipt) from international courier service for sending hardcopy package to EGCB; and (b) Scanned copy bid security.
Bidders will have a provision to participate in the bid opening virtually through webex/Microsoft team/skype/zoom/Google Meet or any other suitable means. |
