Title : A good start to BPPA’s national workshop series on procurement post review

A series of national workshops on the draft final reports of procurement post reviews of contracts awarded during the financial year 2024–2025 in 17 selected government agencies got off to a good start with the presentation of the maiden report on the Bangladesh Police on 14 May, 2026 at the conference room of the Bangladesh Public Procurement Authority (BPPA).

Mr. Shirajun Noor Chowdhury, Secretary, the Implementation Monitoring and Evaluation Division (IMED), attended the workshop as the Chief Guest, while the Chief Executive Officer (Secretary) of BPPA, Mr. S. M. Moin Uddin Ahmed, presided over the event.

Mr. Md. Aziz Taher Khan, Chairman (Additional Secretary) of the Mailing Operator and Courier Service Licensing Authority, and Mr. Mohammad Ashrafuzzaman, BPM-Service, Additional DIG (Transport) of Bangladesh Police, participated in the workshop as discussants.

The draft final report was presented by Dr. Major General Md. Abu Sayed Siddique, one of the 17 individual consultants, engaged by BPPA to conduct procurement post reviews of 25 contracts each from 17 government agencies.

Officials from BPPA, IMED, the Ministry of Home Affairs, and Bangladesh Police attended the workshop. Mr. Mohammed Shoheler Rahman Chowdhury, Public Policy Implementation Adviser under the PMIPSD project, Mr. Mosharraf Hussain, Senior System Analyst of BPPA, Mr. Shah Eyamin-Ul Islam, Director of BPPA, and Sk Shahidul Islam Shahariar, Director of BPPA, also spoke on different aspects of the report during the discussion.

Based on the observations and discussions regarding the structure, contents, in-depth analysis, findings, and recommendations of the report, the CEO of BPPA termed it a good report.

He thanked the individual consultant and Bangladesh Police for their cooperation and efforts in preparing the draft final report on procurement post review.

“The objective of our annual procurement post review is to ensure adherence to procurement rules and Standard Tender Documents (STDs) with a view to achieving value for money,” he said.

The IMED Secretary observed that the procurement post review is necessary to find out lapses in compliance with the rules. He noted that vehicles cannot be procured under development projects and mentioned that constitutional organizations are accountable to the Hon’ble President.

The Additional DIG raised several issues, including framework contracts, samples, security checks, need for training on electronic Government Procurement (e-GP), and access to BPPA’s Training Server. He also referred to the reasons for single tendering in 53 per cent of the 25 contracts reviewed by the individual consultant.

Responding to the observations, the CEO said BPPA might take up some of the issues with the relevant authorities. He added that BPPA would also address other concerns raised by the Additional DIG during the workshop.
