Title : ADB discusses possible cooperation with BPPA

A five-member delegation from the Asian Development Bank (ADB) held a meeting with the Bangladesh Public Procurement Authority (BPPA) at the conference room of BPPA Bhaban on 12 May 2026.

The ADB team, led by Mr. Nicholas J. Wintle, Public Sector Economist at ADB, met with BPPA officials to discuss potential areas of cooperation in public procurement. The meeting was presided over by the Chief Executive Officer (Secretary) of BPPA, Mr. S. M. Moin Uddin Ahmed, and was attended by senior BPPA officials.

Other members of the ADB delegation included Lila Dhyana Mallory, Md. Rasel Parvez, Mikael Andersson, and January Agbon Sanchez.

The discussions focused on ADB’s interest in supporting BPPA’s initiatives, particularly the establishment of the proposed Institute of Public Procurement (IPP), the first of its kind in Bangladesh dedicated to procurement education, research, and professional capacity development.

Key areas of discussion also included the establishment of strategic procurement units in ministries, capacity development for private-sector Economic Operators (EOs) and government officials, Sustainable Public Procurement (SPP), expansion of electronic Government Procurement (e-GP), updating standard tender documents, market development, contract management, and the asset disposal module.

The OneADB team was on a scoping mission to Bangladesh for the proposed PERFORM (Procurement and Enhanced Reforms for Financial Oversight and Resilient Management) programme.

During the mission, the team also engaged with several government agencies and institutions, including the Finance Division, Controller General of Accounts, Office of the Comptroller and Auditor General, Bangladesh Bank, and the Anti-Corruption Commission.

The discussions aimed to identify new opportunities to strengthen the efficiency, transparency, and integrity of public expenditure management through improved public procurement, financial management, and anti-corruption systems.

According to ADB, the outcomes of these discussions will contribute to the next phase of programme design and the provision of technical assistance in collaboration with the relevant government counterparts.
