General Information for Bidder/Tenderer Eligibility Criteria
1. The bidder/Tenderer must be a registered legal company/entity in Bangladesh and have to submit an up-to-date trade license, TIN, Tax Clearance Certificate & BIN Certificate;
2. Bidder/Tenderer must submit audit reports for the last five fiscal years with Document Verification Code (DVC) numbers and have a minimum annual turnover of 2 (Two) crore in at least one of those years;
3. The bidder/Tenderer must have experience in completion of Library Automation/ E-Library with minimum contract value of BDT 2 (Two) Crore in the last 3 (Three) years in a single work order in Govt./ Semi-Govt./Autonomous Organizations. Must submit work completion certificate;
4. The bidder/Tenderer must have experience in completion of minimum 2 (Two) Library Automation Software projects in Govt./Semi-Govt./Autonomous/ Reputed Organizations. Must submit previous work completion certificates;
5. Must have a minimum 5 (Five) years’ specific experience as a supplier in the field of library automation;
6. The bidder/Tenderer must have experience in development of bibliography databases based on MARC-21 format in at least 2 (Two) Govt./Semi-Govt./Autonomous libraries. Must submit work completion certificates;
7. The bidder/Tenderer must have experience in completion of minimum 2 (Two) RFID based Library Automation System in Govt./Semi-Govt./ Autonomous Reputed Organizations. Must submit work completion certificates;
8. The bidder/Tenderer must be a member of BASIS & Bangladesh Computer Samity;
9. The bidder/Tenderer must have valid ISO 9001, ISO 27001 and ISO 20000 covering the scope of Software Development and Library Automation. The ISO certificate must include a valid online verification link;
10. The bidder/Tenderer must have a manufacturer certified RFID Technology Specialist. The bidder/Tenderer must submit training certificates;
11. The bidder/Tenderer must have RFID System Integration Specialist. The bidder/Tenderer must submit a customer endorsement certificate from Govt. / Semi-Govt. /Autonomous Organizations;
12. The bidder/Tenderer must have experience as a trainer of RFID based Library Automation System. The bidder/Tenderer must submit a customer endorsement certificate from Govt./ Semi-Govt./Autonomous Organizations;
13. The bidder/Tenderer must provide a minimum of two active web links as evidence to support their claimed experience with the software;
14. The bidder/Tenderer must demonstrate a live version of the library automation software and deliver a presentation aligned with their offering to confirm that the software meets the tender requirements. This evaluation will take place before the authority makes the final decision regarding the contract award.
