INFORMATION FOR APPLICANT

| Brief Description of Assignment |
: |
Specific responsibilities include:
1. Consultations and collaboration with all relevant sectors (including private sector, industry, etc.) and stakeholders (including NGOs and local communities) to arrive at a common vision for the ECA and biodiversity heritage and design a generic ecological framework for applying to individual ECAs and biodiversity heritage, and consult regularly with the project’s Technical Advisory Panel;
2. Facilitate the meeting of ECA/ Biodiversity Committees at the District, Upazilla and Union level.
3. Facilitate the meeting of VCGs/ community groups and Capacity building of VCGs for the conservation of ECAs/ Proposed Biodiversity Heritage.
4. Facilitate the registration of VCGs/community groups with the Department of Cooperatives.
5. Support to implement the field level project activities with high standard.
6. Facilitate the selection of project beneficiaries and distribution of project grants.
7. Provide active support to the respective government organization to conduct training at the field level.
8. Leverage support from the respective government departments to strengthen the capacity of the VCGs.
9. Determine working with the private sector in facilitating the maintenance and restoration of the ecological health of the ECAs and biodiversity heritage;
10. Develop monitoring, financial accounting and accountability systems for each ECA and biodiversity heritage committee level and VCGs;
11. Assess current status of governance within the two project sites;
12. Define working practices for ECA and biodiversity heritage committees at each of their respective levels of local administration, with roles, responsibilities and reporting requirements (templates) clearly defined;
13. Determine working practices for VCGs;
14. Oversee and manage project implementation, monitor work progress, and ensure timely delivery of outputs.
15. Monitoring fund flows and community expenditures and monitoring project achievements;
16. Develop and facilitate implementation of a comprehensive monitoring and reporting system. Support Project Manager;
17. Organize the field visit programme for the senior officials of the ministries/ departments.

| Experience, Resources and Delivery Capacity Required |
: |
Education:
a. Master’s Degree in Development Studies, Natural Resource Management, Environmental Science or relevant discipline.
Experience:
a. At least 5 to 7 (Five to Seven) years of relevant work experience in community mobilization, biodiversity conservation, or environmental projects.
b. Experience of working with the government departments and private sectors.
c. Experience in facilitating community meetings and training sessions.
d. Knowledge of participatory approaches and gender-sensitive programming.
e. Expertise in GIS and RS is an advantage here
Skills:
a. Strong interpersonal and facilitation skills.
b. Ability to work effectively with diverse community groups.
c. Good writing and reporting skills in Bangla and English. |
