| Brief Description of Assignment |
: |
The primary objective of this initiative by Health Engineering Department (HED) is to design, develop, and implement a comprehensive Integrated Web & Mobile Apps Based Automation Systems with modern technologies to enhance operational efficiency, transparency, and data-driven decision-making with an integrated digital platform, that ensures efficient planning, transparent operations, and accountability management of all infrastructure/contractor/contract-related activities.
HED plans to implement a One-Stop Service (OSS), a digital platform that integrates multiple services and approvals under a unified interface, allowing users to access various services without the need to visit multiple departments or offices. The system will support real-time data access and dynamic monitoring capabilities. OSS will be able to generate various types of reports related to infrastructure monitoring and contract management as required by HED.
Health Engineering Department (HED) is going to introduce delivery of following main modules but not limited to:
1. Infrastructure Monitoring & Management System (IMMS) – Enabling real-time tracking, reporting, and maintenance of health infrastructure projects repair & maintenance informations and assets, along with GIS mapping to ensure timely completion, quality control, and sustainability.
2. Contract Management System (CMS) – Automating the life cycle of contracts including drafting, approval, monitoring, and compliance tracking, thereby reducing risks, ensuring accountability, and improving operational efficiency.
This integrated system implementation aims to digitally transform of HEDs end-to-end maintenance operations of their infrastructure, GIS mapping, utilization of budget properly & tracking, ensure regulatory compliance, minimize manual interventions, and collectively, these solutions will enhance governance, transparency, efficiency, and service delivery in HEDs infrastructure development and maintenance initiatives across Bangladesh. The firm must provide comprehensive proof that they have solid technical background and operational strength to undertake this type of assignments mentioned in the description of the assignment and take this work forward without any hindrance. Applicant must also have adequate technical ability, resources and processes. As such, following are defined as minimum eligibility criteria: (Documents must be submitted in the following order)
1. The firm must be a registered company/entity with a minimum of 10 (ten) years of experience in Software Design, Development, Implementation and Post Implementation Support Services. (Have to provide legal documents/proper evidence in favour of your claim).
2. The firm must have Successfully Executed at least 01 (One) large-scale Integrated solution for a Government/Semi-Government/Autonomous Organizations in Bangladesh with in the last 5 (five) Years with a minimum contract value of BDT 180 (One Hundred Eighty) Lakhs. (Have to provide contract agreement, accomplishment certificate, and live URL as proper evidence in favour of your claim).
3. The firm must have experience in developing and implementing at least 01 (One) GIS-Based Solution/Project for Bangladesh Government Organization/ Semi-Government Organization/ Autonomous Body within the last 10 (ten) years (Have to provide contract agreement, accomplishment certificate as proper evidence in favour of your claim).
4. The firm must have experience in providing support and maintenance, at least 01 (One) large scale solution in the Government sector, within the last 05 years (Please provide contract agreement, accomplishment certificate and ongoing maintenance related agreement as proper evidence in favour of your claim)
5. Must have updated Trade License, Tax Identification Number, Business Identification Number, Tax Clearance Certificate and Register of Join Stock & Companies (RJSC) Registration & Attested copy of Certificate of incorporation.
6. Must have BASIS membership for the last 05 years (Have to submit initial & updated membership certificate)
7. Firm must have ISO 9001:2015 & 27001:2022 Certifications.
8. Firm must have minimum average annual turnover must be BDT 500 (Five Hundred) Lakhs in the last 3 (Three) years prior to deadline date for EOI submission (please submit the necessary document in this regard. For example, audited financial documents).
9. Firm must demonstrate access to or availability of financial resources in the form of liquid assets/lines of credit to meet the minimum cash-flow requirement of BDT 150 (One Hundred Fifty) Lakhs.
10. Firm must submit the list of enough IT resources (at least 50+) to deal with technical, managerial, administrative, support, data entry, security and other relevant issues.
11. Documents demonstrating the management and operational capacity of the firm (Brochures, Company Profile and other documents describing company expertise, strength and experience, core functions, products and services, similar assignments or project experience) availability of relevant Professional staff and experience among applicants staff/resources to carry out this assignment.
12. EOI shall be submitted in sealed envelope, delivered to the address of the undersigned. The firm must submit 01 (one) original + 01 (one) copy and 1 soft copy of the EOI proposal (in CD/Pen drive).
