INFORMATION FOR APPLICANT

| Brief Description of Assignment |
: |
"NGO Services for implementing Resettlement Plan for Chattogram-Coxs Bazar Highway Improvement Project (I). The NGO shall primarily assist the PIU in RAP and LA, assisting APs and EPs for receiving compensation from DC offices, as per RAP. The general scope and key tasks shall include but not limited to:
1. Review, Update, Finalization and Implementation of RAP.
2. Assist in collecting CCL; from DC offices.
3. Assist in LA and utility shifting activities, provide support during the survey/ field verification conducted by DC office and other government organizations.
4. The INGO will carry out, where needed, additional census and IOL if required.
5. Assist in collection and computerization of DC office data (calculation sheet, DC Award, share determination etc);
6. Disseminate of information on the project and resettlement policy to the PAPs and others (community groups, local administration, etc.).
7. Identification of EPs and render assistance to EPs to participate in GRC; preparation of EP file, entitlement card, payment statement etc.
8. Assistance to APs for implementation of the IRP Programme and resettlement process.
9. Disbursement of resettlement benefits.
10. Participation of Women’s Groups in Resettlement Process.
11. Preparation of monitoring and supervision reports to EA.
12. Prepare supplementary LAP during implementation for any “left out” land/plots or disputed area required for project implementation.
13. Submission of PCR and detailed statement of expenditure against payment to the APs and EPs.
14. Assist EA in awareness building programme on Gender Issues, prevention of STI/HIV/AIDS & Human Trafficking.
15. Perform specific supplementary tasks relevant to social and resettlement issues as per direction and instruction of the Consultant"

The NGO must have experience in land related survey, land acquisition and implementation of resettlement action plan in large-scale completed development project(s). The NGO must have experience in implementation of at least 1 (one) Resettlement Programs in highway/road development Project in the last 10 (ten) years in Bangladesh. Experience of working in resettlement program under Roads and Highways Department or in any other government agency will get preference.

"The EOI shall include:
1. Profile of the NGO (e.g., representatives, address, number of staff, history and other information to introduce itself) and general experience.
2. Copy of updated/renewed registration certificate with NGO Affairs Bureau or Department of Social Welfare, audited financial reports for last three years.
3. Information on each completed assignment for which your firm and each associate (JV member only) for this assignment, was legally contracted either individually as a corporate entity or as one of the major companies within an association for carrying out consulting services (i.e. land survey, land acquisition, resettlement plan and monitoring) similar to the ones requested under this assignment. The firm will provide the similar experience information in the format.
4. The NGO will submit experience certificates with contract agreements completed within the last 10 years and will not provide information of other assignments which are not similar to this assignment.
5. The NGO must have experience in implementation of at least 1 (one) RAP under any foreign aided completed project(s) in public sector and should have sufficient number of Professional Key Personnel in the Lead Firm.
6. Nature, size, employer location and type of input for contracts in hand (in tabular form);
7. Summary of permanent professional and technical employees (no consultant or temporary staff) with key qualifications (in tabular form).
8. Only online EOI submission is accepted.
Eligibility of Consultant:
1. The NGO must be registered in Bangladesh under the NGO Affairs Bureau or the Department of Social Welfare.
2. The NGO must be registered in national e-GP system.
3. The NGO firm/Consultant was not restrained or barred from participating in Public Procurement on grounds of poor performance or any other reason in the past under any Contract."
