| Brief Description of Assignment |

1. The Government of the Peoples Republic of Bangladesh has received financing from the World Bank towards the cost of the Bangladesh Road Safety Project (BRSP) under Roads and Highways Department and intends to apply part of the proceeds for the following Consulting Service:
Consultancy Service for Regulations Review and NRSC Secretarial Support [SP(BRTA)-03]
2. The consultancy service will support BRTA. The scope of this assignment comprises diagnosing Bangladeshs current institutional capacity to manage road safety using the World Banks Country Guidelines for the Conduct of Road Safety Management Capacity Reviews conducting a legal and regulatory review of the Road Transport Act, 2018 and related instruments, developing the National Road Safety Strategy and Action Plan; using the findings of the institutional capacity review to prepare a roadmap for establishing a National Road Safety Authority, and as mentioned in the TOR. 3. The Roads and Highways Department now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Service. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

1. A Consultancy Firm will be selected in accordance with the Quality and Cost Based Selection (QCBS-International) method set out in the World Banks “Procurement Regulations for IPF Borrowers, November 2020” and based on the following criteria:
a) Core Business and Years in Business.
b) Relevant Experience: Applicants should demonstrate experience in similar assignments in last ten years.
c) Technical and Organizational Capabilities.
2. The attention of interested Consultants is drawn to Paragraph 3.14, 3.16, and 3.17 of the World Banks “Procurement Regulations for IPF Borrowers, November 2020”.
3. An Applicant may associate with other consultant(s) to enhance their qualifications; however, this is not mandatory.
4. Expression of Interest (EOI) applications shall be submitted by 02:00 pm (Local time), 27 January 2026, in sealed envelope delivered to the address below and be clearly marked “Request for Expression of Interest for selection of Regulations Review and NRSC Secretarial Support [SP(BRTA)-03]”:
