INFORMATION FOR APPLICANT

Brief Description of Assignment : The assignment aims to support PMU and PIUs in planning, designing, and implementing the resilient livelihoods component under output 2 in six vulnerable coastal towns of Bangladesh, following the Graduation approach. Graduation approach is a comprehensive and sequenced set of interventions to place households on an upward trajectory from poverty. The selected NGO will be responsible for achieving output 2 performance indicators stated in the project design and monitoring framework (attachment 2). The NGO will also work closely with the PMSC and ICCDC in achieving the Output 2. The Six project towns with high poverty rate from the top ranked climate risk project pourashavas are identified. These are: Nalchity, Paikgacha, Gournadi, Mehendiganj, Chalna, and Muladi. With guidance and technical assistance from ADB and ADB’s selected social safeguards, and following the locally led planning techniques, the NGO will provide tailored services to help extremely poor and vulnerable households rise from poverty. Key pillars include: 1. Social assistance: Social assistance in the form of grants for food support and access to immediate needs such as health and education. 2. Resilient livelihoods: Resilient livelihood promotion through localized market assessment, household level enterprise/ employment matching and technical training. 3. Financial inclusion: Financial inclusion through financial literacy training and improving access to savings and financial services to promote economic resilience during climate shocks. 4. Social empowerment: Social empowerment by inducing positive behavior change among families and communities on key social and health issues. 5. Coaching and mentorship: Coaching and mentorship by providing hands-on individual/group coaching and psychosocial support to households to cope better with climate change shocks. Supervision and execution of program activities and household progress will be led by Graduation coaches trained to act as mentors, trainers, and resources for selected households. Coaches will be managed by implementing partner staff with oversight from LGED. The implementation of this approach will build on existing programs and services of government, non-government, and private organizations in project towns and will adapt to the local needs and settings. It will also include support to build the capacity of government staff and collaborate to execute relevant interventions.
