| Brief Description of Assignment |

The People’s Republic of Bangladesh has received financing from the Islamic Development Bank (IsDB) towards the cost of Inclusive and Integrated Sanitation and Hygiene Project in 10 Priority Towns in Bangladesh, and intends to apply part of the proceeds of this financing to eligible payments under the contract of consultant services of an Individual Consultant for which this Expression of Interest is issued.
The services of (i) Procurement Specialist include to contract management, who will assist PMU in all works, goods and service procurement related activities for the project, in line with the policies and procedures of the Islamic Development Bank as applicable, and (ii) Financial Management Specialist include to ensure the smooth payment, final payment, and payment of retention money and preparation the final account of the project and disbursement, preparation of project financial statements, monitoring and audit for the project in line with the policies and procedures of the Government of Bangladesh and the Islamic Development Bank (IsDB). The duration of Procurement Specialist will be 9 Person Months starting from April 2026 and continuing through December 2026. And the duration of Financial Management Specialist will be 8 Person Months starting from May 2026 and continuing through December 2026. But the contracts may be extended as per requirement of the project and availability of budget.

The Department of Public Health Engineering (DPHE) of The Ministry of Local Government Rural Development and Co-operatives now invites eligible consultant (“Individual Consultants”) to indicate their interest in providing the services. Interested Consultants must provide specific information which demonstrates that they are fully qualified to perform the services. The individual consultants affiliated with an organization may also submit interest.

The shortlist will be drawn up following the evaluation of CVs and useful information in response to this notice of expression of interest including references. Potential candidates will be required to provide information on their general qualifications as an individual consultant, their mission-relevant experience, their experience in the region and sector as well as their language ability.
A consultant will be selected in accordance with the selection method applicable to Individual Consultants as defined in the IsDB Guidelines for the Procurement of Consultant Services under IsDB Project Financing (April 2019-Revised in February 2023)
Minimum Qualification Requirements:
1. Procurement Specialist (Contract Package No. SER-3-A)- Required Educational Qualification: BSc. in Engineering or Masters in economics/statistics/finance/business administration/management/ law/supply chain management/ Procurement or other relevant subjects. The Professional Qualifications like MCPS/CIPS or equivalent” shall be added advantage
Required Experience:
• Minimum 10 years of working experience of which 5 years experience in similar assignment as Procurement Expert or equivalent position with Government of Bangladesh and /or any Multilateral Development Bank (MDB) financed project.
• Proven expertise in use of internationally accepted contract documents for works, goods and services. Must have sound knowledge and understanding of any MDB or IsDBs and Public Procurement Policies and Procedures of Bangladesh,
• Experience in IsDB financed Project and use of any Electronic Procurement Portal (EPP) shall be added advantage
• Experience in preparation of procurement plans for Government projects, bidding documents, RFPs and evaluation reports following donor agencies guidelines shall be an added advantage.
• In Depth knowledge of technical, commercial and legal aspects of procurement in MDB financed project is preferred
• Ability in computer operation with experience of working independently
2. Financial Management Specialist (Contract Package No. SER-3-B)- Required Educational Qualification: The incumbent must have a Master of Business Administration (MBA)/ Masters in Accounting/Finance Professional accountancy qualification (FCA/FCMA) shall be added advantage
Required Experience: Minimum 10 years of working experience as Financial Management Specialist of which at least 5- years working experience as financial expert with Government of Bangladesh and Multi-Development Banks’ project for contract payment. Working in sanitation and water supply sector is preferred.
• Minimum 10 years of working experience as Financial Management Specialist of which at least 5- years working experience as financial expert with Government of Bangladesh and Multi-Development Banks project for contract payment. Working in sanitation and water supply sector is preferred.
• Fully conversant with operating Computerized Accounting System and has the ability to assist in its implementation and customization Skills in software installation and troubleshooting will be added advantages.
• Experience in IsDB financed Project shall be added advantage
• Strong organizational and planning skills with the ability to work independently as a team player and under pressure.
• Strong interpersonal communication skills, experience in team leadership and participatory management.
• Ability to train the project staff on financial management system.
• Ability in computer operation with experience of working independently
