| Brief Description of Assignment |
: |
"The Social Development Expert will be responsible to-
• Conduct capacity-building training for DPHE personnel, LGI officials, and key stakeholders on hygiene promotion, gender equity, and inclusive WASH and waste management practices.
• Develop training materials, modules, and facilitation guides tailored to the needs of DPHE and LGIs, ensuring alignment with project objectives and ADB guidelines.
• Lead community and stakeholder engagement activities to raise hygiene awareness, with a special focus on women, adolescent girls, and other vulnerable groups.
• Support the integration of Gender and Social Inclusion (GESI) principles into project design, implementation, and monitoring tools.
• Coordinate advocacy events, campaigns, and knowledge-sharing workshops to promote integrated waste management approaches in partnership with development agencies and local actors.
• Prepare periodic social development reports, progress summaries, and documentation following ADB’s reporting format and project requirements.
• Provide social inputs to procurement and contract documents, including gender-responsive clauses, community participation requirements, and safeguards considerations.
• Monitor field-level social development activities, assess gaps, and propose corrective actions to ensure equitable and sustainable outcomes.
• Maintain regular communication and coordination with development partners, LGIs, community groups, and the Project Director to ensure effective implementation of social development components.
• Support knowledge management, including case studies, good practices, and lessons learned on hygiene behavior change and waste management initiatives."

| Experience, Resources and Delivery Capacity Required |

"• Must have a bachelor’s degree in Social Sciences, Public Health, Sociology, Development Studies, Gender Studies, or a related field. Master's degree in relevant field will be advantageous.
• Advanced training or certification in Inclusive sanitation, gender, social inclusion, participatory development, or WASH-related disciplines will be an added advantage.
• Twenty (20) years of general working experience with twelve (12) years of specific progressive experience in Social Development, Community Engagement, Hygiene Promotion, Gender mainstreaming, or WASH/solid waste management programs.
• Candidates with strong track record of working with international NGOs or managing foreign-funded development projects/ programs and/or working within the Government supported by bilateral or multilateral donor agencies will be given preference.
• Demonstrated experience working on capacity building in promoting CWIS approach to enhance awareness about Integrated waste management with government agencies, particularly LGIs and DPHE, and stakeholder coordination.
• Leading skill of WASH Sector Coordination in promoting CWIS Approach in collaboration with ITN-BUET, WASH Networks and WASH sector Actors
• Experience in Hygiene promotion, GESI integration, and Behavior Change Communication strategy development.
• Experience on advocacy initiatives related to City-wide inclusive Sanitation (CWIS) that includes integrated waste management (both Faecal Sludge and Solid Wase).
• Familiarity with ADB-funded or other development partner–supported projects, including compliance with social safeguard requirements and reporting formats.
• Experience in community mobilization, consultation, and engagement with women and vulnerable groups.
• Strong understanding of gender equality, social inclusion, and community development principles.
• Knowledge of national WASH policies, LGI structures and LGI Act-2009, National IRF-FSM & NAP-2020 and waste management systems in Bangladesh.
• Proven record on publishing relevant documentation/report-writing/proceedings."
