INFORMATION FOR APPLICANT

| Brief Description of Assignment |
: |
The indicative scope of work includes, but is not limited to, the following:
a) Review existing ESIA documents, technical studies, and design updates related to marine works of the Bay Terminal Project.
b) Update environmental and social baseline conditions, including marine water quality, sediment, ecology, and socio-economic aspects.
c) Assess potential environmental and social impacts of dredging, reclamation, breakwater, and associated marine construction activities.
d) Evaluate compliance with national regulations and World Bank Environmental and Social Framework (ESF), including gap analysis.
e) Conduct stakeholder identification, consultation and disclosure in accordance with regulatory and donor requirements.
f) Assess impacts on fisheries, livelihoods, occupational health and safety, and vulnerable groups and prepare subsequent Resettlement Action Plan & Livelihood Restoration plan.
g) Analyze climate change risks, disaster resilience, and cumulative environmental impacts.
h) Update Environmental and Social Management Plans (ESMP), including monitoring, mitigation, and emergency response measures.
All studies and designs shall be in accordance with the highest standards of international engineering profession. |
| Experience, Resources and Delivery Capacity Required |

1. Eligible consulting firms are to indicate their interest in providing the above mentioned services. Interested consultants must provide information indicating that they are qualified to perform the services (such as: brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff etc.).
• Proven experience in preparing or updating ESIAs and ESMPs for large-scale infrastructure projects, preferably marine, port, dredging, or coastal projects
• Demonstrated experience working on World Bankfinanced or other multilateral development bank financed projects, with strong familiarity with the World Bank ESF
• Adequate organizational, technical, and financial capacity to carry out the assignment successfully
Submitted EOI’s would be evaluated on the basis of among others the following:
Registration of the firm;
Annual turn over of the firm;
Availability of resources including support services;
Availability of professionals;
Experience of firm in similar works;
Experience of firm in World bank financed project;
Experience of firm in other works. GoB Rules etc.
2. The above mentioned criteria are an outline of overall criteria for the prospective Consultancy Firm. |

However the detailed Terms of Reference (TOR), qualification criteria, resource requirements, financial strength and all other related terms as required for rendering the consultancy services will be clearly elaborated in the Request For Proposal (RFP). This RFP will be issued only to the short listed consultancy firms. |
