INFORMATION FOR APPLICANT

| Brief Description of Assignment |
: |
Under the supervision and guidance of Project Director (PD) and coordination with Project Manager of the project, the Monitoring and Evaluation Consultant will be Monitoring the implementation progress of the project as per the annual work plan and informing the authorities.
• Develop, implement and review programme and projects monitoring and evaluation system, which include developing M&E work plans, designing monitoring and reporting tools, templates and guidelines.
• Contribute to the design of studies (quantitative and qualitative) to assess the achievement of the projects’ outcomes and impacts and ensure their implementation;
• Update the existing Indicator Framework of the project on a regular basis;
• Contribute to prepare the SMART ecosystem-based management plan and monitoring framework for Tanguar Haor ECA.
• Contribute to prepare the Ecological Monitoring & Enforcement Plan for Tanguar Haor ECA.
• Ensuring gender balance in the process of natural resource management and planning;
• Manage the M&E functions of the project and provide updates and milestones of progress on medium term and annual basis, compared to the project log frame and baseline assessment.
• Collect, compile, analyze and report on routine data collected and studies implemented in accordance with the projects’ Result Framework, logical frameworks and as a contribution to the overall logical framework of M&E plans;
• Provide technical assistance to program on evaluation designs as well as aligning implemented program data with country logical framework indicator achievements;
• Analyse monitoring data and produce reports that show progress in achievement of outputs and outcomes, bottlenecks for not achieving results and recommendations for improvement;
• Liaise with the Project managers and other official to document good practices, success stories and lessons learned for organizational learning and improvement;
• Take lead in the maintenance of project M&E system, including tools, databases as well as the continuous provision of information from monitoring data;
• Coordinate and support to conduct the VCGs Smart Petroling and Conservation of Tanguar Haor Wetlands;
• Review and provide comments on various technical policy, plan and conservation management documents to be prepared under the project by the consultancy firm;
• Contribute to the design and implementation of Mid Term and Terminal evaluation studies.
• Coordinate with the consultants and firms to conduct project related studies;
• Documentation and Knowledge management;
• Any other task given by PD related with the Project. |
| Experience, Resources and Delivery Capacity Required |
: |
Educational Qualifications: S/he will have a master’s degree in Statistics/ Development Studies/ Natural Resource Management/Economics/Forestry/Environmental Science/Fisheries/Management/Social Sciences or relevant disciplines from a reputed university.
Experiences: S/he will have a minimum of 10 years of experience in related work, with emphasis/weightage on monitoring and evaluation the project.
• Experience in quantitative & qualitative data collection and online data management and analysis for the fulfilling the scope of the assignment.
• Proven experience in database design, managing and completing similar kinds of assignments for NGOs and government etc;
• Previous experience in working with Government agencies, UNDP, donors and Research background will be an added advantage;
• Experience in SMART ecosystem-based management;
• Experience in GIS & RS data analysis;
• Ecological Monitoring & Enforcement Plan preparation and implemention experience will given adavantage;
• SMART ecosystem-based management plan and monitoring framework preparation experience will given adavantage;
• Working knowledge in English and Bangla;
• Strong computer skills with a knowledge of many desktop applications that will be useful for the position, such as Microsoft Word and Excel, e-mail, and all Internet browsers
• Proven analytical capacity; and Excellent communication and workshop facilitation skills and ability to maintain good relations with relevant stakeholders;
• Excellent analytical and report writing skills in English;
• Working experience in Environment, Natural Resource Management (NRM) and/or Haor area will be preferable. |
