| Brief Description of Assignment |

The Government of Bangladesh has received financing from the Islamic Development Bank toward the cost of the “Construction of Five Climate Resilient Bridges in Mymensingh Division, Bangladesh”, and intends to apply part of the proceeds of this financing to eligible payments under the contract of consultant services of an Individual Consultant for which this Expression of Interest is issued.
The services include support to the Project Management Unit (PMU) on procurement and contract management related aspects of all works, goods and related services and consulting services for the project, in line with the policies and procedures of the Islamic Development Bank or National Procurement System, as applicable. Total estimated professional inputs are 24 staff-months for a duration of two years. Expected start date is 15 November 2026.

The Roads and Highways Department (RHD), Bangladesh now invites eligible consultant (“Individual Consultants”) to indicate their interest in providing the services. Interested Consultants must provide specific information which demonstrates that they are fully qualified to perform the services. The individual consultants affiliated with an organization may also submit interest.
The shortlist will be drawn up following the evaluation of CVs and useful information in response to this notice of expression of interest including references. Potential candidates will be required to provide information on their general qualifications as an individual consultant, their mission-relevant experience, their experience in the region and sector as well as their language ability.
A consultant will be selected in accordance with the selection method applicable to Individual Consultants as defined in the IsDB Guidelines for the Procurement of Consultant Services under IsDB Project Financing (April 2019 edition, revised in February 2023). |
| Experience, Resources and Delivery Capacity Required |

Minimum Qualification Requirements
Bachelor’s degree or equivalent in Engineering, Law, Project Procurement Management, Project Management, Business Administration, Public Administration, Supply Chain Management and related field;
Master's degree in a relevant field or CIPS/equivalent professional qualification will be given preference.
Minimum General Experience:12 years of relevant professional experience for bachelor’s degree holders and 10 years of relevant professional experience for master’s degree holders;
Minimum Specific Experience (relevant to assignment): At least 3 similar assignments completed in the past 10 years;
Experience in FIDIC contract administration/forms, preferably in the transport sector;
Working experience with IsDB and other MDB-financed projects will be an advantage.
The attention of interested Individual Consultants is invited to read clauses 1.12.1 and 1.12.2 of the Procurement Policy of the IsDB Guidelines for the Procurement of Consultant Services under IsDB Project Financing, April 2019 edition (the "Procurement Guidelines") setting forth the IsDB's policy on conflicts of interest.
