| Brief Description of Assignment |
: |
1. College Education Development Project (CEDP) under the Secondary and Higher Education Division (SHED), Ministry of Education, intends to hire eligible consulting firms for consultancy services for Developing Content of a Learning Management System (LMS) for the National University.
2. The College Education Development Project (CEDP) under the National University has implemented a cloud-based Learning Management System (LMS), including a robust e-learning platform. Utilizing this LMS Platform, with the support of CEDP, the National University aims to introduce fully-fledged undergraduate e-learning courses utilizing the students' and faculty's personal computers and mobile devices. With this goal set, the main objectives are outlined as follows:
a. Enhance the Learning Management System (LMS) by developing fully functional e-learning courses. This includes online course registration, recorded and live online classes, dependable course evaluation, and results reporting.
b. Implement technology-enabled Blended Learning programs in colleges. This will combine the benefits of face-to-face instruction with the flexibility of eLearning to improve teaching and student learning outcomes.
c. Increase the value proposition for colleges and strengthen the National University's (NU) involvement. This collaborative effort will ensure the delivery of affordable, high-quality, world-class education. |

3. The CEDP now invites eligible consulting firms (“Consultants”) to be interested in providing this consultancy service. The consultant should have at least ten (10) years of experience in training and education-related consultancy services, of which at least 5 years of relevant experience developing learning content for educational institutions. The consultant should also have a complete media center equipped with a digital camera, whiteboard, and sufficient experts to prepare videos. They should have a well-equipped Learning center that can be used for teacher training.
4. Interested consultants should provide information demonstrating their qualifications and relevant experience to perform the assignment. To support this, consultants are required to submit the following qualifications:
Short-listing criteria include, but are not limited to, the following:
1. Core business & years in business.
2. Relevant Experience (Similar assignments of compatible size, complexity, and technical specialty in the required area)
3. Technical and managerial capability of the firm.
4. Financial capacity/soundness of the firm (Turnover, Net worth, Profit, etc.)
Supporting Documents to be submitted by the Consultant:
1. Registration documents, including a brief description of the firm (s)
2. JV agreement / Letter of intent (if applicable).
3. Firm’s brochure.
4. Audited financial reports for the last three years.
5. List of relevant experience
o should be supported by necessary documents, i.e., completion certificate and contract agreement.
o also encouraged to submit a brief description of the nature of the job, total cost, total input in terms of man month, employer, location of service, description of service, etc.)
6. Document related IT, VAT, Updated Trade license, etc.
7. Professional Strength, Support, and Logistics Capacity.
8. Staffing & logistics of the firm.
9. A cover letter containing comprehensive contact information (such as mailing address, telephone, fax, and email) and the designated contact person for further communication.

5. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether this association is a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
6. A firm will be selected following the Selection Based on the Quality and Cost-Based Selection [QCBS (National)] set out in PPR-2008.

8. Expression of interest shall have to be submitted by 6 June 2024 up to 3:00 pm, in a sealed envelope to the office of the undersigned (Address: College Education Development Project (CEDP), Level-11, Probashi Kollyan Bhaban, 71-72 Eskaton Garden Road). A hard copy of EOI is required (1 original & 1 copy, including a soft copy of Appendix A-C mentioned in ToR in editable format).
9. The Procuring Entity (PE) reserves the right to accept or reject any or all EOI without assigning any reason whatsoever. |
