| Brief Description of Assignment |

The Government of the People’s Republic of Bangladesh has received loan from the World Bank to finance Western Economic Corridor & Regional Enhancement Program (WeCARE) Phase-1: Jhenaidah-Jashore Highway (N-7) Improvement Project and intends to apply part of the proceeds for Consultancy Services of ‘Gender and Gender Based Violence Expert (National)’.
The overall objectives of this consultancy service are to:
a) Support the PIU to ensure equitable distribution of benefits across gender and recommend measures for mitigating and managing any adverse gender impacts including potential impacts related to GBV;
b) Check all associated reports, data, procedure as instructed by PIU;
c) Ensure that all gender related risk-impacts and their mitigation measures are conducted in accordance with the GOB and the World Bank policies (Environment and Social Framework-ESF) but at the same time aids with timely implementation of the project.
Terms of Reference (TOR) which is available at RHD website: www.rhd.gov.bd or can be obtained at the address given at the letter head. Expected date for commencement of the services is 01 September 2025. The indicative duration of the consultancy services shall be 18 (Eighteen) months which may be extended or reduced based on the project duration. Roads and Highways Department (RHD) now invites eligible Individual to indicate their interest in providing the Consultancy Services.

| Experience, Resources and Delivery Capacity Required |
: |
Interested Applicant shall provide information and applicable substantiation (documentary evidence related to qualification and experiences) for demonstrating that they have the required qualifications and relevant experience to perform the Services as depicted in TOR. The qualifications and experiences requirements are as following:
1. Appropriate post-graduate degree in Social Science/ Social Work/ Management / Anthropology/ Mass Communication/ Gender Studies or equivalent qualification in a related field. Some formal training/ course on gender planning and analysis would be beneficial;
2. At least 8-10 years in the area of social development or gender, including specific experience of working on social management of large-scale development projects, including some on road construction or transportation infrastructure up-gradation;
3. The expert should have specifically worked on preparation or implementation of social safeguards with related capacity building or gender assessments for at least two (02) large scale projects for an Implementing Agency or a Supervision Consultant Firm for road/ transportation projects;
4. Prior experience of SEA/SH and related grievance management is preferable;
5. Familiarity with and demonstrated experience of applying tools for gender analysis or developing strategies for gender mainstreaming in large development project will be considered useful.

The attention of interested Individual Consultant is drawn to the Section III, Para 3.14,3.16, and 3.17 of the World Bank's “Procurement Regulations for IPF Borrowers, Sixth Edition February 2025” setting forth the World Bank's policy on conflict of interest. An Individual will be selected in accordance with the Individual Consultant Selection (ICS) method set out in the Procurement Regulations.
