INFORMATION FOR APPLICANT

Brief Description of Assignment : "1. DSS aims to strengthen the skills training services under RSS and empower poor and vulnerable individuals to manage sustainable livelihoods. DSS seeks a specialized firm to conduct a rapid market assessment and training needs assessment to identify suitable livelihoods for RSS beneficiaries and the skills required to successfully manage the livelihoods. The firm will be responsible for the development of training curricula on technical and business skills, financial literacy, and life skills and training delivery. The firm will be supervised by the ISO Project Management Unit consisting of DSS staff. 2. The Consultant Firm (“the Firm”) will be responsible for the following activities: • Outreach and Awareness: Design and implement an outreach strategy to inform and engage potential RSS beneficiaries in the Chattogram Division.; • Beneficiary selection and enrollment: The firm will support DSS with collecting applications from interested RSS beneficiaries.; details are mentioned in the TOR. • Rapid market assessment: A rapid market assessment will focus on appropriate trades that RSS beneficiaries can engage in using the interest-free microcredit through the program. • Training needs assessment: The firm is expected to conduct a training needs assessment in each union under the Chattogram division. • Development of training curricula: Global evidence indicates that integrating business skills, financial literacy, and life skills training in livelihoods and economic inclusion programs can lead to strong socioeconomic outcomes among vulnerable households. • Training delivery: The firm will deliver training on key technical and business skills, financial literacy, and life skills once the beneficiaries have selected their enterprises. The assignment will be estimated 148 professional staff-months and also non-key expert as required mentioned in the TOR, implementation period will approximately 24 months, expected start date of assignment may be 1 December, 2025 to ensuring full consistency with the TOR. 3. Department of Social Services under Ministry of Social Welfare represented by the Project Director, The ISO Component 05: Socio-economic Development of the Host Community and FDMN through Capacity Enhancement Project, now invites eligible FIRMs (“FIRMs”) to indicate their interest in providing the Services. Interested FIRMs should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. "
Experience, Resources and Delivery Capacity Required : "4. The shortlisting criteria are: (a) General experience of the FIRM(s); (b) Experience in similar assignments of compatible size, complexity and technical specialty in the required area; (c) Financial soundness, staffing and logistics of the FIRM; Specific Considerations General Experience in Relevant Assignments ? Minimum ten (10) years of demonstrated experience in case management and delivery of training programs related to labor market access and social protection in Bangladesh. ? Experience in projects targeting displaced populations (e.g., Rohingya communities or climate migrants) will be given preference. Technical and Regional Capacity ? Functional office presence and training facility setup in Chattogram Division. ? Adequate logistical and administrative infrastructure to support decentralized operations and training delivery. Experience in Field Staff Deployment and Management ? Demonstrated capacity in the recruitment, orientation, supervision, and performance management of a large number of field-level personnel in multi-district projects. ? Familiarity with mobilizing community-level human resources under time-sensitive development programs. Track Record in Government-Implemented Projects ? Proven experience in working with government agencies or ministries in Bangladesh, particularly in projects financed by development partners. ? Prior engagement with projects implemented in Chattogram Division will receive higher consideration. Local Presence and Stakeholder Engagement ? Strong institutional credibility and operational footprint within the Chattogram Division, including established relationships with local stakeholders, authorities, and training providers. Operational Flexibility and Responsiveness ? High degree of flexibility in deploying teams and adapting to changing field realities, including conflict sensitivity and cultural appropriateness in service delivery. Firms are requested to submit the following supporting documents in support of the above-mentioned criteria: (a) Up To Date relevant Registration papers of the FIRM(s); (b) JV agreement/letter of intent (if applicable) along with the proposed JV agreement; (c) Brochure including staffing; (d) Audited financial reports for last three years (including turnover, current asset & liability and fixed asset & liability); (e) Work experience record of Last five (05) years (including nature, total cost of Contract, total input in terms of man month, employer, location of work etc.) (f) All other items necessary to substantiate satisfaction of the shortlisting criteria listed above and/or included in the TOR; However, Key Experts will not be evaluated at the short-listing stage; 5. The attention of interested Firm is drawn to Section VII, paragraphs 7.1 and 7.29 of the World Bank’s “Procurement Regulations for IPF Borrowers” (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest."
