INFORMATION FOR APPLICANT

| Brief Description of Assignment |
: |
1. The Government of Bangladesh approved a five (05) year Development Project in 2021- the Private Investment and Digital Entrepreneurship (PRIDE) Project to be implemented during 2021-2025. The project is supported by financial assistance from the World Bank (Credit Number-66760 BD). The project is being implemented by two organizations- Bangladesh Economic Zones Authority (BEZA) and Bangladesh Hi- Tech Park Authority (BHTPA). Economic Relations Division (ERD) of Ministry of Finance (MoF) has been given the responsibility to play coordinating role to ensure smooth operation of the project. A Central Coordination Unit (CCU) under ERD through a project named CCU-PRIDE has been overseeing fiduciary matters, monitoring and evaluation issues, and report to World Bank regarding periodical progress of the project activities alongside financial reports, submit Results Framework including reports on the basis of Disbursement Linked Indicators (DLIs) and the functions of Independent Verification Firm (International). A part of Credit of CCU-PRIDE project will be utilized for payment of individual consultant who will provide technical inputs relating to monitoring and evaluation services for the effective execution of the project.
2. The Central Coordination Unit of PRIDE (CCU-PRIDE), Economic Relations Division of the Ministry of Finance now invites eligible individual National Consultant to submit his/her Expression of Interest (EOI) for providing the services mentioned below.

| Experience, Resources and Delivery Capacity Required |

Educational Qualifications: Masters in Statistics, Economics, other Social Science/MBA or relevant subjects. Experience in Monitoring & Evaluation (M&E) work and Management Information Systems (MIS), Higher Studies will be an additional qualification.
Experience: The M&E Specialist should have at least 06 (six) years’ experience with:
• The logical framework approach and other strategic planning approaches:
• M&E methods and approaches (qualitative and participatory);
• Planning, design and implementation of M&E system;
• Training in M&E and MIS development and implementation and/or facilitation learning-oriented analysis sessions of M&E data with multiple stakeholders;
• Systematic analysis of data & information, report writing, establishment of MIS.
• Knowledge on Government Budgeting, Accounting, Auditing System (including Performance Auditing) and donor funded development projects will be additional qualification.
• Knowledge and experience in procurement and Result-Based Monitoring (RBM) will be an advantage.

4. Duty Station: Central Co-ordination Unit of the Private Investment & Digital Entrepreneurship (CCU-PRIDE) Project, located at ERD, Sher-E-Bangla Nagar, Dhaka-1207 and periodical on-site visits to Economic Zones and Hi-Tech Parks and Software Technology Parks located across Bangladesh.
5. The Terms of Reference (Responsibilities) of the above position are available at the Project Management Unit Office of CCU-PRIDE Project, ERD during normal office hours that will provide detailed scope of work and required qualification and experience.
6. Duration of the Assignment: The duration of the assignment will be up to 31 December, 2025 on a full time basis. However, it may be extended subject to extension of project period and satisfactory performance.
7. Selection Procedures: CCU-PRIDE now seeks the application from the eligible applicants to express their interest in providing services (complete CV with detailed information about employment history with duties and responsibilities, academic details, current remuneration, contact address including phone number and email). The consultant will be selected in accordance with Public Procurement Act (PPA) 2006 and Public Procurement Rules (PPR) 2008 and in accordance with the procedures set-out in The World Bank Procurement Regulations for IPF Borrowers, Dated July, 2016 and as revised in November, 2017 and August 2018. Only shortlisted candidates will be contacted.
8. Remuneration: Negotiable consolidated remuneration inclusive of all applicable Tax and VAT as per law of Bangladesh within the project allocated budget.
9. Submission of EOI: Expression of Interest (hard copy) must be submitted to the address below by 14 August 2025 within 3:00 pm.

11. The authority reserves the right to accept or reject any or all EOIs or annul the proceedings without showing any reason thereof.
