Title : Procurement Cells in SPSOs

In each of the selected public sector organizations (SPSOs) a procurement cell has been constituted with officers having skills in public procurement.

A total of 32 government procuring agencies have been selected under the Digitizing Implementation Monitoring and Public Procurement Project (DIMAPPP). The CPTU has been implementing the DIMAPPP with support from the World Bank since July 2017.

The procurement cells will act as the ‘knowledge bank’ and give advice regarding smooth conduct of public procurement in the SPSOs. The SPSOs have at least one or more procurement experts as those officers received training provided by the CPTU.

The terms of reference for the procurement cells is being finalized. On 18 March 2020, a workshop on the finalization of the TOR was held at CPTU where senior officials of the SPSOs and CPTU discussed it at length. The ITCILO, which has been engaged in providing training as a consultant of CPTU, drafted the TOR and facilitated the workshop.

Secretary, IMED, Mr. Abul Mansur Md. Faizullah, ndc were present in the workshop as the chief guest with Additional Secretary, IMED, and Director General (In-Charge) of CPTU, Mr. Mohammad Abdul Mannan, in the cahir.

The Secretary said, “It is seen that various procuring entities refer very simple issues of procurement to CPTU seeking clarifications. If those are solved at the agency level with the help of the procurement cells, the pressure on CPTU will come down.”
