Title : New Secretary of IMED holds meeting with BPPA officials

The newly-appointed Secretary of the Implementation Monitoring and Evaluation Division (IMED) under the Ministry of Planning, Mr. Shirajun Noor Chowdhury, held a meeting with officials of the Bangladesh Public Procurement Authority (BPPA) on 13 October 2025.

Mr. Chowdhury was appointed as the Secretary of IMED on 12 October 2025 and joined office on the same day.

The meeting, held at the BPPA conference room, was attended by Mr. Md Kamal Uddin, outgoing Secretary of IMED and newly-appointed Secretary of the Ministry of Religious Affairs.

Following a round of introductions, an overview of BPPA’s functions, roles, and ongoing activities was provided in the meeting. The overview highlighted several priority tasks for the Authority, including:

  • Rolling out of the electronic Contract Management System (e-CMS);
  • Establishing BPPA’s own office building;
  • Transitioning to a new project from the ongoing one;
  • Uploading updated Standard Tender Documents (STDs) in line with the Public Procurement Rules (PPR), 2025;
  • Conducting orientation programmes for national procurement trainers; and
  • Updating training modules to reflect the new PPR, 2025.

In his remarks, Mr. Md Kamal Uddin described BPPA as a watchdog organization and noted that both IMED and BPPA can achieve greater impact through sincere and coordinated efforts.

The new IMED Secretary, Mr. Shirajun Noor Chowdhury, a member of the 15th batch of the Bangladesh Civil Service (Administration) cadre, said that he had previously worked in the Finance Division. He added that his experience in the Economic Relations Division (ERD), focusing on macroeconomic and budgetary matters, has given him familiarity with issues relevant to both IMED and BPPA.

Mr. Chowdhury expressed optimism about working collaboratively to further strengthen the performance and reputation of IMED and BPPA, saying that together, “we can take IMED and BPPA forward.”
