| Description | : | Mr. Abu Sayed Md. Kamruzzaman ndc, MCIPS, joined the Bangladesh Public Procurement Authority (BPPA) as its Chief Executive Officer (CEO) on 28 July 2026 following his promotion to the rank of Secretary to the government. The government issued a notification to this effect on the same day. Prior to joining BPPA, Mr. Kamruzzaman served as the Executive Director (Additional Secretary) of the Barind Multipurpose Development Authority (BMDA). A member of the 18th Bangladesh Civil Service (BCS) batch, he brings more than two decades of distinguished experience in public administration, development planning, digital governance, project development and management, and public procurement. As he assumes leadership of BPPA, Mr. Kamruzzaman envisions transforming public procurement into a strategic instrument for achieving sustainable development. He believes that sustainable procurement should go beyond ensuring economy, efficiency, transparency, and accountability to also generate long-term environmental, social, and economic value. Throughout his career, Mr. Kamruzzaman has held a number of important leadership positions in government. He served as the Chief Executive Officer of Dhaka North City Corporation (DNCC), Director General of the National Cyber Security Agency, Additional Secretary at the Information and Communication Technology Division, and Additional Secretary at the Ministry of Science and Technology. He also served as Project Director of the National Academy for Development Administration (NADA) under the Ministry of Public Administration. Mr. Kamruzzaman started his civil service career on 25 January, 1999 through 18th BCS. Before that he worked in the private sector for five years. In his civil service career, he worked in the Planning Commission as Assistant Chief, Senior Assistant Chief, and Deputy Chief, contributing to national development planning and project implementation. He also served as the National Project Coordinator of the Safe and Environment-Friendly Ship Recycling Project, jointly implemented by the government of Bangladesh, the International Labour Organization (ILO) and the United Nations Development Programme (UNDP), where he promoted occupational safety, environmental sustainability, and responsible industrial practices. Born on 5 August, 1970 in Bhedarganj Upazila of Shariatpur district, Mr Kamruzzaman obtained first division in both SSC and HSC examinations in 1986 and 1988 respectively. He also obtained first class in his Bachelor of Science in Mechanical Engineering from Khulna University of Engineering & Technology (KUET) in 1993 and completed his Master of Engineering (Mechanical) from the same university in 2007. As a government scholar, he obtained a master's degree in Procurement and Supply Management (MPSM) from BRAC University in 2016, reflecting his strong academic foundation in modern procurement. He also earned a Postgraduate Diploma in Macroeconomic Analysis from BRAC University in 2009. Mr. Kamruzzaman graduated from the prestigious National Defence College (NDC) in 2022. He is a Member of the Chartered Institute of Procurement & Supply (MCIPS). Mr. Kamruzzaman possesses extensive expertise in development project management, procurement management, digital transformation, cyber security, and institutional development. He is an enlisted trainer of the Ministry of Public Administration and has delivered lectures at leading national training institutions, including BPATC, NAPD, BPI, NADA, NATA, and abroad. He is also actively associated with various professional and social development organizations. He has undergone numerous professional training programmes and capacity-building courses both at home and abroad. His overseas training programmes include countries like Singapore, Thailand, the UK and Indonesia. For official purposes, he has travelled to Singapore, India Thailand, China, Australia, Sri Lanka, and the UK. His vision is to further strengthen Bangladesh's public procurement system by integrating sustainability principles, promoting green and climate-resilient procurement, encouraging innovation, supporting local industries, enhancing digital procurement, and ensuring value for money throughout the procurement lifecycle. Under his leadership, BPPA is expected to further advance procurement reforms aligned with the Sustainable Development Goals (SDGs), making public procurement a powerful driver of inclusive growth, environmental stewardship, and improved public service delivery. Mr. Kamruzzaman is happily married and is blessed with one son and one daughter. |
